AN ORDINANCE DISPENSING WITH THE

6 REQUIREMENT OF COMPETITIVE BIDDING
AND AUTHORIZING THE CITY MANAGER TO

TO AWARD A CONTRACT FOR THE PURCHASE
8
OF COMPUTER HARDWARE AND SOFTWARE

FOR THE LITTLE ROCK POLICE

11 DEPARTMENT.

13 WHEREAS, the Board of Directors may dispense with the
14
requirement of competitive bidding in exceptional situations
_
15 where such procedure is not feasible; and
WHEREAS, the Police Department purchased the Minolta
16
micrographic equipment for records management in 1991 and
17
upgraded it in 1994; and
18
WHEREAS, Records Imaging Systems, Inc., is the exclusive
19
authorized sales and service dealer for Minolta in Arkansas;
20 and
21 WHEREAS, the cost of the upgrade at this time is $54,825;
22 and
23 WHEREAS the ro ected cost of the p j upgrade is $91,515 if
24 purchased in 1997.
25 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
26 THE CITY OF LITTLE ROCK, ARKANSAS:

SECTION 1. The Board of Directors of the City of Little
28
Rock finds that competitive bidding should be dispensed with for
29
the Little Rock Police Department to purchase computer hardware
30
and software to upgrade its Minolta MIMS 1000 Optical Disk
31
System as an exceptional situation exists and competitive
32
bidding is not feasible..
33
SECTION 2. The City Manager is authorized to enter into a
34
contract with Records Imaging Systems, Inc., the exclusive
35
authorized service dealer for Minolta in Arkansas, in an amount
36
