5 AN ORDINANCE TO AUTHORIZE THE MANAGER TO
6 ENTER INTO A CONTRACT WITH THE UNIVERSITY OF
7 ARKANSAS AT LITTLE ROCK TO DEVELOP A
8 DIGITIZED TREE INVENTORY SYSTEM; DISPENSING
9 WITH COMPETITIVE BIDDING; AND FOR OTHER
PURPOSES.

11 WHEREAS, the City has applied for a grant from the Arkansas
12 Forestry Commission to conduct a survey of trees within the City
13 and particularly within the downtown area, including the Central
14 High School Neighborhood, as a part of the Urban and Community
Forestry Assistance Grant Program; and
15 WHEREAS, the City received a grant of twenty seven thousand
16 five hundred dollars ($27,500.00), to be matched by an equal
17 amount from the City, to conduct this survey; and
18 WHEREAS, a part of this application assured that the City
would utilize the efforts of the University of Arkansas at
19 Little Rock ('UALR") in the conduct of this survey; and
20 WHEREAS, the survey itself will cost approximately thirty
21 six thousand dollars ($36,000.00), with the additional monies
22 being used to purchase equipment for the PAGIS system that will
23 enable the City to maintain this survey; and
WHEREAS, because of the grant procedure and the involvement
24 with UALR it is impractical and unfeasible to bid.
25 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
26 THE CITY OF LITTLE ROCK, ARKANSAS:
27 Section 1. The City Manager is authorized to enter into an
28 agreement with UALR, in an amount not to exceed thirty six
thousand dollars ($36,000.00), to conduct a tree inventory in
29 order to digitize the inventory as a part of the PAGIS system.
30 Section 2. The City is authorized to accept funds from an
31 Arkansas Forestry Commission grant as part of the Urban and
32 Community Forestry Assistance Grant Program, Grant No.
33 UCF- 95 -23. These funds, when combined with City matching funds,
will be sufficient to cover the costs of this contract. Funds
34 for this contract, as a result of the grant, are available in
35 Account No. 210 - 230 - 0418 - 608(99).
36 Section 3. Because the funds for this project are dependent
