3 AN ORDINANCE TO DESIGNATE EVALUATION
TRAINER FOR PREVENTION,
4 INTERVENTION, AND TREATMENT PROGRAMS
5 AS A PROFESSIONAL SERVICE, PURSUANT
6 TO AUTHORITY GRANTED IN ACT 429 OF
7 1995.

9 WHEREAS, Act 429 of 1995 was effective February 24, 1995,
and
10 WHEREAS, such Act expands the scope of Ark. Code Ann.
11 §19 -11 -801 et seq. regarding the selection of professional
12 services, and
13 WHEREAS, Act 429 authorizes a political subdivision to
14 include as professional services such consulting services as the
political subdivision shall designate by two - thirds vote of its
15 governing body, and
16 WHEREAS, the Board of Directors finds that, pursuant to
17 Little Rock, Ark. Ordinance 16,982, Si (a)(3) (October 3, 1995),
18 price or cost bidding for the provision of Evaluation Trainer of
Prevention, Intervention, and Treatment Programs is impractical,
19 unfeasible, or, if.based solely on price, would result in an
20 outcome that would not meet the best interests of the City.
21 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
22 THE CITY OF LITTLE ROCK, ARKANSAS:
23 SECTION 1. The Evaluation Trainer selected will assist a
committee consisting of City officials and their appointees from
24 the community to establish comprehensive goals and objectives
25 that encompass all prevention, intervention, and treatment
26 programs. Additionally, the consultant will train service
27 providers and community trainers to establish benchmarks and
28 measurement techniques that will determine program outcomes. The
Evaluation Trainer will prepare an evaluation guide and train
29 local trainers in its application.
30 SECTION 2. The provision of Evaluation Trainer services for
31 Prevention, Intervention and Treatment Programs is hereby
32 declared a professional service. Such professional services
33 shall be contracted pursuant to the professional services laws
of. this State, Ark. Code Ann. §19 -11 -801 - §19 -11 -806, as
34 amended.

SECTION 3. The City Manager is hereby authorized to issue
and publish Requests for Qualifications for Evaluation Trainer
of Prevention, Intervention, and Treatment Programs.
SECTION 4. Final award of said contract will be made by the
Board of Directors after consideration of the City Manager's
recommendation made pursuant to City selection procedures.
