Section 2. The circumstances surrounding the settlement of
various litigation matters concerning the school make it
impractical and unfeasible to bid for these contractor services
before the winter weather causes further deterioration,
therefore, the requirement of competitive bidding for this
contract is waived.
Section 3. The sums for this contract are to be taken from
Account No. 210 - 040 -0370.
Section 4. Emergency. The winter weather, rains, frost,
snows, and other harsh weather associated with winter will cause
further irreparable damage to the Kramer School and could make
it impossible to rehabilitate the structure. The need to issue a
contract to prepare the structure for the winter is critical if
this building is to be historically preserved in the best public
health, safety and welfare interests of the City. An emergency
is therefore declared to exist and this ordinance shall be in
full force and effect from and after the date of its passage.
