AN ORDINANCE DISPENSING WITH THE

REQUIREMENT FOR COMPETITIVE. BIDDING

AND AUTHORIZING THE CITY MANAGER TO
8
ENTER INTO A CONTRACT FOR DEMOLITION

OF THE STAG BUILDING AT 408 EAST
10
MARKHAM AND THE ADJACENT BASEMENT
11
AND TO FILL THE LOTS TO PREPARE THE

13 LOTS FOR CONSTRUCTION; AND DECLARING'
AN EMERGENCY.

16 WHEREAS, the Board of Directors may dispense with the
requirement of competitive bidding in exceptional situations
17
where such procedure is not feasible; and
18 WHEREAS, it is in the best interest of the City of Little
19 Rock to dispense with competitive bidding in order to have the
20 Stag building demolished as soon as possible on the most
21 advantageous.terms and conditions.
22 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
23 THE CITY OF LITTLE ROCK, ARKANSAS:
24 SECTION 1. The City Manager is authorized to enter into a
25 contract with Amos Enderlin Contracting Company, Inc., in an
26 amount not to exceed $17,000, to demolish the Stag building at
27 408 East Markham and the adjacent basement and to fill the lots
28
to prepare the lots for construction.
29 SECTION 2. EMERGENCY CLAUSE. It is hereby found and
30
declared that the City of Little Rock needs to enter into a
31 privately negotiated contract for the demolition of the Stag
32 building as soon as possible. Therefore, an emergency is
33
declared to exist, and this ordinance is necessary to protect'
34 the public health, safety, and welfare and shall be in full
35
force and effect from and after its passage and approval.
