AN ORDINANCE AMENDING CHAPTER 31 OF THE
CODE OF ORDINANCES OF THE CITY OF LITTLE ROCK,
ARKANSAS, PROVIDING FOR A VARIANCE FROM
MINIMUM LOT FRONTAGE REQUIREMENTS; A VARIANCE
FROM THE LOT WIDTH TO DEPTH RATIO; A VARIANCE
FROM THE HILLSIDE REGULATIONS; A VARIANCE FROM
THE CUL -DE -SAC DESIGN STANDARDS; A WAIVER FROM
THE DOUBLE- FRONTAGE LOT PROHIBITION; AND A
WAIVER OF THE SIDEWALK REQUIREMENTS FOR LEAWOOD
PLACE ADDITION (5- 1077), LOCATED AT THE WEST
END OF MOUNTAIN DRIVE, JANWOOD DRIVE, FLINTWOOD
DRIVE, AND EVERGREEN DRIVE, AND AT THE SOUTH
END OF LEATRICE DRIVE, APPROXIMATELY THREE -
QUARTER MILE WEST OF MISSISSIPPI AVENUE IN THE
LEAWOOD AREA, LITTLE ROCK, ARKANSAS.
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS.
SECTION 1. That Chapter 31 of the Code of Ordinances
be amended to provide for waivers and variances from certain
requirements within the Subdivision Regulations of the City
of Little Rock for LEAWOOD PLACE ADDITION (5- 1077), and
located at the west end of Mountain Drive, Janwood Drive,
Flintood Drive, and Evergreen drive, and at the south end of
Leatrice Drive, approximately three - quarter mile west of
Mississippi Avenue in the Leawood area, as follows:
Subsection a. That a variance be approved from
the provisions of Section 31 -232, which requires
residential lots to have a minimum lot frontage on a
public street of 60 feet, to permit Lot 3 to have its
frontage across the 50 foot right -of -way width of the
southern end of Leatrice Drive.
Subsection b. That a variance be approved from
the provisions of Section 31- 232.b, which prohibits the
depth of residential lots from being more than three
times their width, in order for Lots 5, 6, 7, and 8 to
have a greater depth than permitted by the ratio, not
to exceed a ratio of 1:3.2.
Subsection c. That a variance be approved from
the provisions of Section 31 -367 through 31 -376, the
Hillside Regulations, which requires that at least 80%
of subdivision the lots conform to the calculated
minimum lot size of 23,000 square feet, in order for
Lots 13, 14, 15, and 16 to have areas of not less than
11,250 square feet.

Subsection d. That a variance be approved from
the provisions of Section 31 -202, which requires
residential culs -de -sac to have a minimum right -of -way
diameter of 100 feet and a minimum pavement diameter of
80 feet, in order for the culs -de -sac at Mountain
Drive, Janwood Drive, and Flintwood Drive to have
rights -of -way of 80 feet and pavement diameter of 60
feet, subject to approval by the Public Works
Department of the cul -de -sac design and alignment.
Subsection e. That a waiver be approved from the
provisions of Section 31- 232.d, which prohibits double -
frontage lots, to permit Lots 1, 2, 3, 9, 10, 11, and
12 to have frontages on both the street from which each
will take their access, as well as the second, or rear,
street frontage along which a "no vehicle access
easement" is to be platted
Subsection f. That a waiver be approved from the
provisions of Section 31 -209, which requires a sidewalk
along at least one side of the street frontage of
residential lots, to permit the extension of Mountain
Drive, Janwood Drive, and Flintwood Drive into the
Leawood Place Addition without constructing sidewalks.
SECTION 2. This ORDINANCE shall take effect thirty
(30) days from and after its passage.
