5 AN ORDINANCE TO DESIGNATE THE
6 PROVISION OF COMMUNITY -BASED
PREVENTION AND INTERVENTION PROGRAMS
7 TO YOUTH AS A PROFESSIONAL SERVICE,
8 PURSUANT TO AUTHORITY GRANTED IN ACT
9 429 OF 1995.

11 WHEREAS, Act 429 of 1995 was effective February 24, 1995,
and
12 WHEREAS, such Act expands the scope of Ark. Code Ann.
13 §19 -11 -801 et seq. regarding the selection of professional
14 services, and
15 WHEREAS, Act 429 authorizes a political subdivision to
16 include as professional services such consulting services as the
political subdivision shall designate by two - thirds vote of its
17 governing body, and
18 WHEREAS, the Board of Directors finds that cost or price
19 bidding for the provision of community -based prevention and
20 intervention program services to youth is impractical,
unfeasible, or, if based solely on price, would result in an
21 outcome that would not meet the best interests of the City.
22 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
23 THE CITY OF LITTLE ROCK, ARKANSAS:
24 SECTION 1. The provision of community -based prevention and
25 intervention program services to youth is hereby declared a
professional service. Such professional services shall be
26 contracted pursuant to the professional services laws of this
27 State, Ark. Code Ann. §19 -11 -801 - §19 -11 -805, as amended, or
28 Act 616 of 1989, as amended.
29 SECTION 2. The City Manager, in conjunction with New
30 Futures, is hereby authorized to issue and publish Requests for
31 Qualifications for the provision of community -based prevention
and intervention program services to youth.
32 SECTION 3. Final award of said contract will be made by the
33 Board of Directors after consideration of the City Manager's and
34 New Future's recommendations made pursuant to City selection
35 procedures.
