4 AN ORDINANCE REAPPROPRIATING FUNDS; AMENDING ORDINANCE
5 NO. 16,839; AUTHORIZING THE ALLOCATION OF FUNDS FOR A
6 REPORTING AND DISPLAY SYSTEM; AND FOR OTHER PURPOSES.

10 WHEREAS, voters in the City of Little Rock approved the issuance of capital
11 improvement bonds in a special election on October 11, 1994; and
12
13 WHEREAS, the Board of Directors authorized the issuance of 1995 Capital
14 Improvement Refunding Bonds to retire the previously issued 1988 Capital Improvement
15 Bonds in Ordinance No. 16,838 on January 20, 1995; and
16 WHEREAS, the Board of Directors authorized the issuance of the 1995 Capital
17
18 Improvement Bonds (the Bonds) in Ordinance No. 16,839 on February 6, 1995; and
19 WHEREAS, following the refunding of the 1988 Capital Improvement Bonds, unused
20 and delinquent tax receipts from the tax pledged to secure the 1988 Bonds existed and were
21 '
deposited into the General Account of the 1995 Capital Improvement Bond Fund in
22
23 accordance with Section 13 (d) of Ordinance No. 16,839; and
24 WHEREAS, the Board of Directors desires to establish an information system that
25 will inform Directors and the public of the status and progress of the construction projects
26
to be funded by the Bonds, and believes that such an information system is necessary to
27
28 fulfill the expectations of the voters who approved the bond issue and to promote public
29 interest in and awareness of these public improvements.
30 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
31
32 THE CITY OF LITTLE ROCK, ARKANSAS:
33 SECTION 1. Section 13 (d) of Ordinance No. 16,839 is hereby amended to expand
34
35 the permitted uses of the 1988 tax receipts not used to retire the 1988 bonds to include the
36 amount of $35,000 for an interactive reporting and display system for the 1995 Capital
Improvement Bond Issue construction projects.

SECTION 2. The City Manager is hereby authorized to allocate the amount of
$35,000 from the General Account in the 1995 Capital Improvement Bond Fund to be used
for the purchase and installation of an interactive reporting and display system to keep
Directors and the public informed of the status of these projects.
SECTION 3. All other portion of Ordinance No. 16,839 shall remain in full force
and effect.
