16907ORDINANCE NO. 16,907 AN ORDINANCE TO AMEND THE CITY LAND USE PLAN IN THE ELLIS MOUNTAIN AND I -430 DISTRICT, WEST OF I -430 AND SOUTH OF KANIS ROAD, RECLASSIFYING PROPOSED LAND USES, AND FOR OTHER MATTERS. WHEREAS, the Planning Staff finds it is appropriate to amend the Plan; and, WHEREAS, the Planning Commission agrees with the proposed changes. NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS. SECTION 1. That Option B of ordinance 15,662 is repelled. SECTION 2. The existing and approved single family subdivision south of Panther Creek be recognized as single family rather than low density multifamily. SECTION 3. The large area of Mixed Office and Commercial east of Bowman Road should be reduced to an area at the intersection with 36th Street. The alignment of 36th and Bowman were going to shift the intersection about 500 feet North. Without this shift the justification for the use no longer exists. SECTION 4. West of Bowman Road at 36th Street an area of Suburban Office is shown at the new location of the major intersection. The area was shown for low density multifamily to the South and Mixed Office Commercial to the North. SECTION 5. As a transition from the Suburban Office, Low Density Multifamily is recommended to the west and north. This would change an area of Mixed Office Commercial, Community Shopping and Suburban Office to Low Density Multifamily. These uses lined the west side of Bowman Road South of Olds Lane and were based on a realignment of Bowman and 36th Streets. SECTION 6. Change a large area of Low Density Multifamily to Single Family, west of Bowman either side of Olds Lane. 207 SECTION 7. Add an existing lake, "Shadow Lake ", to ®� Park /Open Space along Brodie Creek. The area was shown as Single Family. SECTION 8. South of Olds Lane and East of "Shadow Lake" change an area of Park /Open Space to Single Family. SECTION 9. A neo- traditional "town center" is proposed northeast of "Shadow Lake." The area was shown for Single Family and Park /Open Space. The area would change to Mixed Office Commercial and Low Density Multifamily. Since this is a "neo- traditional" proposal it could not be done with current zoning; therefore, an added "PIID required" should be placed on the plan. SECTION 10. A proposal for a neo - traditional neighborhood center is proposed for an area between Brodie and Panther Creeks, south of Kirby Road. The area was shown for Single Family use. The area would change to Neighborhood Commercial and Low Density Multifamily. Since this is a "neo- traditional" proposal, it could not done with the current zoning; therefore, an added "PIID required" should be placed on the plan. SECTION 11. The Plan map is amended as shown on the attached sketch map.
