168861 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 16"-) ORDINANCE NO. 16,886 AN ORDINANCE TO INCLUDE YOUTH DRUG AND ALCOHOL ABUSE TREATMENT, WOMEN'S OUTPATIENT TREATMENT, ADULT TREATMENT AND VIOLENT YOUTH TREATMENT AS PROFESSIONAL SERVICES, PURSUANT TO AUTHORITY GRANTED IN ACT 429 OF 1995. WHEREAS, Act 429 of 1995 was effective February 24, 1995, and; WHEREAS, such Act expands the scope of Ark. Code Ann. §19 -11 -801 et seq. regarding the selection of professional services, and; WHEREAS, Act 429 authorizes a political subdivision to include as professional services such consulting services as the political subdivision shall designate by two - thirds vote of its governing body. NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1. The provision of treatment services, pursuant to the Future Little Rock Sales Tax Recommendations, to youth for drug and alcohol abuse, violent youth, adults, and women is hereby declared a professional service. Such professional services shall be contracted pursuant to the professional services laws of this state, Ark. Code Ann. §19 -11 -801 -- §19 -11 -805, as amended, or Act 616 of 1989, as amended. SECTION 2. The City Manager is hereby authorized to issue and publish Requests for Qualifications for treatment services for youth for drug and alcohol abuse, violent youth, adults, and women and to negotiate contract prices for said services for one year, not to exceed an aggregate of $500,000 for Youth Treatment, $175,000 for Women's Outpatient Treatment, and $200,000 for Youth who are Violent. SECTION 3. Final award of said contracts will be made by the Board of Directors after consideration of the City Manager's recommendation made pursuant to City selection procedures.
