16885• 1 • 16! 1 2 ORDINANCE NO. 16.885 3 4 AN ORDINANCE TO CONTRACT WITH NEW 5 FUTURES TO ADMINISTER THE 6 PREVENTION, INTERVENTION 6 TREATMENT 7 GRANT PROGRAM; TO APPROPRIATE 8 $60,000 TO FUND THIS CONTRACT; TO DISPENSE WITH COMPETITIVE BIDDING; 9 DECLARING AN EMERGENCY; AND FOR 10 OTHER PURPOSES. 11 12 Short Title 13 An ordinance to sole source contract 14 with New Futures to administer City 15 prevention, intervention and 16 treatment programs. 17 18 WHEREAS, the City has determined that it is necessary to 19 have a separate entity administer the prevention, intervention 20 and treatment program contracts that are funded pursuant to the 21 Future - Little Rock one -half cent sales tax; and 22 WHEREAS, New Futures has performed this function and, pursuant to Little Rock, Ark., Resolution No. 9,324 (February 7, 23 1995), it was anticipated that it would continue in this 24 function; and 25 WHEREAS, it is impractical and unfeasible to bid for these 26 services now that the programs are underway and to interrupt 27 this administration now would damage and delay the positive work 28 to be accomplished. NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF 29 THE CITY OF LITTLE ROCK, ARKANSAS: 30 SECTION 1. The City Manager is authorized to enter into a 31 contractual agreement with New Futures for Little Rock Youth to 32 administer the programs funded for prevention, intervention and 33 treatment with funds from the one -half cent Future - Little Rock sales tax. 34 SECTION 2. This contract with New Futures will be for an 35 amount not to exceed sixty thousand dollars ($60,000) to provide 36 coordination, data collection, training and technical assistance M M M M M M 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 0 11 168 to the sixteen (16) programs that have entered into contracts with the City to provide prevention, intervention and treatment services. SECTION 3. The Board of Directors finds that it is impractical and unfeasible to submit this contract to public bidding since the first program year is underway and New Futures has provided the administration to date. SECTION 4. The funds for this contract shall come from existing appropriations for prevention, intervention and treatment in Account No. 210 - 030 -0400 and are hereby appropriated from that account for this purpose. SECTION 5. EMERGENCY. The prevention, intervention and treatment programs are geared to assure that youth within the City receive appropriate care and guidance where necessary to avoid problems with delinquency or to become victims. The administration of the programs set up by the City is essential to make sure these programs are successful. This administration is essential to the public health, safety and welfare. An emergency is therefore declared to exist and this ordinance shall be in full force and effect from and after the date of its execution. PASSED: May 2, 1995 • V-24 CLERK CITY •' •
