2 AN ORDINANCE ANENDING CHAPTER 30 OF
3 LITTLE ROCK CODE OF ORDINANCES TO PROVIDE
4 FOR ANLNDMENTS CONCERNING THE
5 CONSTRUCTION OF CURBS, SIDEWArxc AND
6 DRIVEWAYS, AND FOR OTHER PURPOSES.
7 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
8 THE CITY OF LITTLE ROCK, ARKANSAS:
9 SECTION 1: Section 30 -43 of Little Rock, Ark. Rev. Code
10 (1988) (NLRON) is hereby deleted in its entirety and the follow -
11 ing language shall be substituted therefor:
Sec. 30 -43. Layout and design generally.
12 (a) The design, layout and plans for the construction,'
13 reconstruction, alteration or replacement of all side -
14 walks, curbs and gutters, driveways, both private and
15 commercial, shall conform and be constructed according
16 to the design and layout as described below and as
approved by the department of public works:
17 (1) All radii shall be a minimum of five (5) feet and
18 a maximum of fifty (50) feet. A point of tangency
19 shall not extend beyond a line drawn from the
20 point of intersection of a property line with the
21 right -of -way line of a street and perpendicular
to the centerline of the street. All curb radii
22 shall be tapered to meet the grade of the outer
23 edge of the sidewalk as provided.
24 (2) Driveways:
25 a. No driveway shall be constructed within five
26 (5) feet of a line drawn from the point of
intersection of a property line with the
27 right -of -way line of a street and perpendicu-
28 lar to the centerline of the street, except
29 where property abuts an alley the minimum
30 distance shall be ten (10) feet. The maximum
31 opening of a residential driveway shall not
exceed twenty (20) feet. The maximum opening
32 of a commercial driveway shall not exceed
33 forty (40) feet.
34 b. Construction of residential driveways within
35 the public right -of -way on cul -de -sac lots

shall be contained within the lot lines
extended to the radius point of the
cul -de -sac.
C. The minimum distance between a driveway and
an exterior lot corner shall be twenty -five
(25) feet measured from the nearest point of
the driveway to the exterior lot line.
d. No driveway shall be constructed less than a
forty -five degree angle to the property line.
No pump island shall be constructed closer than
fifteen (15) feet to the property line.
Expansion joints shall be installed at the
property line and made in accordance with accept-
ed engineering practices, as approved by the
department.
The maximum slope of sidewalk shall be one - fourth
inch per foot above top of curb or as approved by
the department.
The standard finish for concrete sidewalks shall
be a smooth trowel finish with a final light
brooming for a nonslip surface texture.
Other finishes and materials for sidewalks are
authorized as follows:
a. Exposed aggregate. Exposed aggregate
sidewalks may be constructed and maintained,
provided any such exposed aggregate concrete
shall have an average relief of aggregate of
one - eighth inch with a maximum depth not to
exceed three - sixteenth inch. Thickness of
concrete shall be at least four (4) inches at
all points. No wood divider strips or spacers
shall be installed. No sharp or jagged aggre-
gate edges shall be exposed in the surface of
the sidewalk.
b. Colored concrete. Colored concrete sidewalks
may be installed and maintained if installed
as standard finish. The introduction of
coloring material shall be in accordance with
procedures setforth in the current Portland
Cement Association bulletin.
c. Brick or flagstone. Brick or flagstone
sidewalks may be installed if laid on a

concrete slab in such a manner that the total
strength of the sidewalk shall be equivalent
to a four -inch, three thousand -pound per
square inch sidewalk. Relief at joints in the
surface shall be no greater than one - eighth
inch. Used brick is prohibited.
(b) All retaining walls shall be constructed on private
property.
(c) Driveways constructed to serve commercial, office,
industrial and multifamily projects shall be subject
to the design provisions contained in section 31 -210
of this code.
