AN ORDINANCE TO AMEND ORDINANCE NUMBER 16,561 ( "THE
1994 BUDGET ORDINANCE ") TO REALLOCATE FUNDS; DECLARING
AN EMERGENCY; AND FOR OTHER PURPOSES.

WHEREAS, on December 21, 1993 the Board of Directors adopted the 1994
Budget Ordinance; and
WHEREAS, it has been determined that certain budgeted funds should be
reallocated between budgeted organizations in order to meet the final fiscal year 1994
payroll requirements of the City.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. The 1994 Program Budget Summary attached to Ordinance No.
16,561, the 1994 Budget Ordinance, is hereby amended to increase or (decrease) the
organizational totals of the following organizations within the Police and Parks and
Recreation Departments:

SECTION 2. DECLARING AN EMERGENCY. It is hereby found and
determined that there is an immediate and urgent need to reallocate budgeted funds to
meet the needs of the operating departments providing services to the citizens of the
City of Little Rock, and that these services are essential for the protection of the public
health, safety and welfare and should not be constrained or interrupted by budget
shortfalls; an emergency is therefore declared to exist and this Ordinance shall be in full
force and effect from and after the date of its adoption.
