5 AN ORDINANCE AMENDING LITTLE ROCK
6 ORDINANCE NO. 15,724 (AUGUST 1,
7 1989), CHANGING THE SCREENING,
BUFFERING, LANDSCAPING AND ACCESS
8 EASEMENT, AND FOR OTHER PURPOSES.

11 WHEREAS, Little Rock Ordinance No. 15,724 (August 1, 1989)
required visual screening between Pine Hill Homes Subdivision
12 and the residential area to the south; and
13 WHEREAS, the screening and buffering requirement no longer
14 serves the intended purpose and should be amended to conform to
15 existing conditions.
16 NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
17 SECTION 1: Section 2 of Little Rock Ordinance No. 15,724
18 (August 1, 1989) ( °LRO°) is hereby deleted and the following
19 section shall be inserted therefor:
20 SECTION 2: A ten -foot no vehicular access
21 easement and green strip shall be provided along
West 26th Street wherein, no later than June 30,
22 1995, the owner or owners shall cause to be
23 planted on eight -foot centers in said easement,
24 from the east right -of -way line of Elkhart Drive
25 to the east right -of -way line of Walker Street, a
26 line of hardy evergreen shrubs of five - gallon pot
size at planting and of low branching pattern from
27 the ground up to 15 feet in height; shall cause
28 to be erected adjacent to West 26th Street a
29 four -foot chain link fence with a lockable gate
30 four feet wide to each platted lot; and shall add
31 to the deed for each lot currently unimproved
along 26th Street a deed restriction or covenant
32 running with the land to maintain both fence and
33 line of shrubs at all times; except that the
34 treatment described hereby shall be optional for
35 the owner of platted and improved Lot 22.
36 SECTION 2: In all other respects, LRO No. 15,724 shall
