ORDINANCE NO. 16,796
AN ORDINANCE TO AMEND LITTLE ROCK, ARK.
REV. CODE $ 6 -52 (1988) TO PERMIT THE
CITY MANAGER TO ADMINISTRATIVELY CHANGE
THE SCHEDULE OF CHARGES ON SPECIAL
OCCASIONS; DECLARING AN EMERGENCY;
AND FOR OTHER PURPOSES.
WHEREAS, the Little Rock Code now establishes certain fees
to be paid to redeem animals from the City animal shelter; and
WHEREAS, the Board of Directors believes that, from time to
time, it is appropriate to permit special promotional
activities to encourage the adoption of pets so they will not
have to be euthanized, for example, during the holiday season;
and
WHEREAS, the most effective way to do accomplish this goal
is to permit the City manager to administratively change the
schedule of charges on certain limited occasions at the
direction of the Board.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. Little Rock, Ark., Rev. Code § 6 -52 is amended
to add the following subsection:
The City Manager, upon formal or informal direction
from the Board of Directors, may administratively
reduce the charges assessed pursuant to this Section
for limited periods of time in order to facilitate
special animal adoption programs.
SECTION 2. Emergency. The Board of Directors has determined
that the public health, safety and welfare is benefited by
having in place, especially during the coming holiday season, a
program that facilitates the adoption of animals from the City
animal shelter and, to permit such action to periodically take
place at the formal or informal direction to the City Manager to

administratively accomplish this program; an emergency is
therefore declared to exist and this ordinance shall be in full
force and effect from and after the date of its adoption.
