AN ORDINANCE DISPENSING WITH THE REQUIREMENT FOR
COMPETITIVE BIDDING AND AUTHORIZING THE CITY MANAGER
TO ENTER INTO A CONTRACT WITH NEW FUTURES FOR LITTLE
ROCK YOUTH, INC. TO ADMINISTER A YOUTH INITIATIVE
PROJECT; DECLARING AN EMERGENCY; AND FOR OTHER
PURPOSES.
WHEREAS, on December 14, 1993, the voters of the City of Little Rock
approved a one -half cent local sales tax to fund various new services to address
community problems, including those designed to prevent crime; and
WHEREAS, the Board of Directors established a number of task forces to
evaluate the best methods to implement the initiatives contemplated in the sales tax
proposal, and these task forces have delivered their recommendations to the Board, and
the Board has appropriated funding for their recommendations; and
WHEREAS, the funding available through the one -half cent sales and use
tax that was adopted as a part of the FUTURE - Little Rock process has just recently
been collected in a sufficient amount to justify the funding of any program; and
WHEREAS, it is the desire of the Board of Directors to get a pilot program in
place during the summer months, 1994, to be able to determine the effectiveness of such
programs in working with city children and, then, to evaluate and better implement such
programs in the future; and
WHEREAS, on the very night that this ordinance is being considered, the Little
Rock public school system is ceasing regular school operations for the summer of 1994.
WHEREAS, the City desires to contract with New Futures for Little Rock Youth,
Inc. to administer a youth initiative program of gang intervention efforts at ten (10)
permanent sites; and

WHEREAS, the Board of Directors may dispense with the requirement of
competitive bidding in exceptional situations where such procedure is not feasible.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. The Board of Directors finds that the need to develop these pilot
programs on an expedited basis in order to have these programs in effect during the
summer of 1994, and the fact that the actual collection of tax monies did not occur until
the last several weeks, makes it impractical and unfeasible to competitively bid for such
services at the present and, therefore, waives the requirement of competitive bidding.
SECTION 2. The City Manager is authorized to enter into a contractual
agreement with New Futures for Little Rock Youth, Inc. for $175,000 for the purpose
of administering ten (10) permanent sites for gang intervention efforts. Funds are
available in account 210 - 010 -0325.
SECTION 3. DECLARING AN EMERGENCY. It is hereby found and
determined that there is an immediate and urgent need to provide the youth initiative
program funded by the one -half cent local sales tax approved by the voters of the City
of Little Rock, and that this program is essential for the protection of the public safety
and welfare; an emergency is therefore declared to exist and this Ordinance shall be in
full force and effect from and after the date of its adoption.
