16676ORDINANCE NO. 16,676 • 1 2 3 AN ORDINANCE TO AMEND LITTLE ROCK, ARKANSAS 4 ORDINANCE NO. 16,561 (DECEMBER 21, 1993), THE 1994 BUDGET 5 ORDINANCE, AND TO PROVIDE FUNDS FROM THE ONE -HALF 6 CENT SALES TAX REVENUES TO FUND A RACE RELATIONS 7 COMMISSION; DECLARING AN EMERGENCY; AND FOR OTHER 8 PURPOSES. 9 10 11 WHEREAS, on December 14, 1993, voters of the City of Little Rock approved 12 a one -half cent local sales tax effective February 1, 1994, to fund various new service 13 initiatives designed to address many needs of the community; and 14 15 WHEREAS, the Board of Directors established a number of task forces that 16 included Board Members, citizens and staff to evaluate the best methods to implement 17 the initiatives contemplated in the development of the sales tax proposal, and these task 18 forces have delivered their recommendations to the Board and requested funding; and 19 20 WHEREAS, the service initiatives to be funded by the sales tax address critical 21 needs of the community. 22 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF 23 24 THE CITY OF LITTLE ROCK, ARKANSAS: 25 SECTION 1. The sum of $60,000 is hereby appropriated from the proceeds of 26 27 the one -half cent sales tax adopted in December, 1993, and transferred from the General 28 Fund to the Special Projects Fund and designated for the following need: 29 $60,000 to establish a race relations commission. 30 31 SECTION 2. The sum of $15,000 is hereby appropriated from the proceeds of 32 the one -half cent sales tax adopted in December, 1993, and appropriated to increase the 33 budget of the City Manager Organization No. 1030 in the Program Budget Summary 34 attached to Ordinance No. 16,561 by a like amount for one (1) part -time staff position 35 36 for the race relations commission. 303 673 F7 0 0 SECTION I DECLARING AN EMERGENCY: It is hereby found and determined that there is an immediate and urgent need to provide the additional services funded by the one -half cent local sales tax approved by the voters of the City of Little Rock, and that these additional services are essential for the protection of the public safety and welfare; an emergency is therefore declared to exist and this Ordinance shall be in full force and effect from and after the date of its adoption.
