4 AN ORDINANCE TO AMEND LITTLE ROCK, ARKANSAS
5 ORDINANCE NO. 16,561 (DECEMBER 21, 1993), THE 1994 BUDGET
6 ORDINANCE, AND TO PROVIDE FUNDS FROM THE ONE -HALF
7 CENT SALES TAX REVENUES TO FUND MUSEUM ENHANCEMENT
8 RECOMMENDATIONS; DECLARING AN EMERGENCY; AND FOR

10 OTHER PURPOSES.

13 WHEREAS, on December 14, 1993, voters of the City of Little Rock approved
14 a one -half cent local sales tax effective February 1, 1994, to fund various new service
15 initiatives designed to address many needs of the community; and
16
17 WHEREAS, the Board of Directors established a number of task forces that
18 included Board Members, citizens and staff to evaluate the best methods to implement
19 the initiatives contemplated in the development of the sales tax proposal, and these task
20 forces have delivered their recommendations to the Board and requested funding; and
21
22 WHEREAS, the service initiatives to be funded by the sales tax address critical
23 needs of the community.

25 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
26 THE CITY OF LITTLE ROCK, ARKANSAS:

28 SECTION 1. The sum of $3,000,000 is hereby appropriated from the proceeds
29 of the one -half cent sales tax adopted in December, 1993, and transferred from the
30 General Fund to the Special Projects Fund and designated for the following need;

32 $3,000,000 for building renovation costs related to the development of a
33 new Museum of Science and History.
34 provided no monies from this special account shall be spent without direct authorization
35 by Resolution of the Board of Directors.

1 SECTION 2. DECLARING AN EMERGENCY. It is hereby found and
2 determined that there is an immediate and urgent need to provide the additional
3
4 services funded by the one -half cent local sales tax approved by the voters of the City
5 of Little Rock, and that these additional services are essential for the protection of the
6 public safety and welfare; an emergency is therefore declared to exist and this Ordinance
7 shall be in full force and effect from and after the date of its adoption.
