1665811 NO_ 16,658 0 M = M AN ORDINANCE AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT WITH THE LITTLE ROCK CHAMBER OF COMMERCE FOR CERTAIN ECONOMIC DEVELOPMENT SERVICES IN CONNECTION WITH THE LITTLE ROCK NOW PROGRAM; WAIVING COMPETITIVE BIDDING; AND FOR OTHER 10 r 262 WHEREAS, the Little Rock Chamber of Commerce has offered the City the opportunity to participate in the Little Rock Now program aimed at economic development on a two for one matching basis up to $100,000.00; and WHEREAS, participation in this program will promote the public health, safety and welfare through promotion of economic development in the City; and WHEREAS, the opportunity to gain this assistance and marketing assistance for the City on a two for one matching basis makes it impractical and unfeasible to bid for the services to be provided by the Chamber of Commerce. NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIREC'T'ORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1. The City Manager is authorized to enter into an agreement with the Little Rock Chamber of Commerce in substantially the same form as contained in Exhibit A. SECTION 2. The Board finds that because the monies provided by the City will be matched on a two for one basis by the Little Rock Chamber of Commerce, it will be impractical and unfeasible to bid for the services to be provided by this contract and, therefore, competitive bidding is waived. SECTION 3. Economic Development Funds Dear Charles: The Greater Little Rock Chamber of Commerce is authorized to offer the City a chance to participate in the "LITI LE ROCK NOWT" economic development program on a $2 for each City- approved $1 match up to the amount of $1000000. If the City accepts, this letter of agrccntenl may servo as the contract. The terms of the contract agreement will be one year, commencing on May 13, 1994, and ending May 12, 1995. The matching funds are to be used as a part of marketing activities identified in the Chamber's LITTLE ROCK NOW!" program and shall be spent on the following services, marketing materials and targeted advertising to be provided: Comprehensive Prestige Marketing Material $ 35,000 (Including, but not limited to a new full -color livability brochure and pocket folders for key marketing emphasis on Labor, Utilities, Industrial Sites, cte.) CFAMBER OF COMMERCE To Page 2 501 371 4498 1994.25 -03 11133FM i10E0 P.03/04 0 2G5 Revised Video Marketing Material $ 35,000 (Including, but not limited to it revised video production --- which may take it mixed media approach using video tape methods and /or computer generated, customized video presentation formats) Upgraded Trade Show Exhibit Material (Including, but not limited to photos and graphics to give the current exhibit framework more impact) Targeted, Supplemental Advertising $ 22,500 (Including, but not limited to a targeted demographic approach focused on specific trade publications - -- balanced with a strategic in -state media campaign with continuity) $100,000 These amounts are to serve as guidelines for Urc production of said services, targeted advertising and marketing materials. Based on pradent and cost - efficient production methods and targeted advertising post - analysis, these figures may be re- apportioned among the specific items listed - -- so long as the total payment for delivery of these services, targeted advertising and marketing materials remains at $100,000. We pledge to maximize the marketing impact of this $100,000, which will require flexibility, innovation and on -going strategic cost analysis on a project by project basis. No portion of the City's finding for the Chamber's "LITTLE ROCK NOWT" program shall be re- appropriated for Chamber personnel expenses. By hiring the Chamber to perform these economic development services, the City will, as in the past, avoid it costly duplication of efforts and the potential waste of taxpayer's money. Hj �, 04 / 0 You, as City Manager, will have the right to designate a person to act as the City's liaison to the Chamber for on -going review of the production and execution of the aforementioned services, materials and targeted advertising. For the most part, that person will be Mike Dooley. The City will retain the right to terminate this proposed agreement and to be reimbursed the appropriate funds if it finds that any of the City's monies arc spent by the Chamber in a manner inconsistent with Arkansas law.
