AN ORDINANCE APPROPRIATING FUNDS FROM
THE UNAPPROPRIATED BALANCE OF THE 1991
EMERGENCY COMMUNICATIONS SYSTEM
REVENUE BOND FUNDS AND FROM THE FUND
BALANCE OF THE EMERGENCY 9 -1 -1 FUND TO
PURCHASE A COMPUTER- ASSISTED - DISPATCH
SYSTEM; AND AUTHORIZING THE CITY
MANAGER TO ACCEPT BIDS AND AWARD A
CONTRACT TO PRC PUBLIC SECTOR, INC.
WHEREAS, technological advancements in the area of
computer- assisted - dispatching in recent years has made available
many features that will be advantageous to the City; and
WHEREAS, 9 -1 -1 critical call incident data can be quickly
accessed to direct manpower deployment and reporting; and
WHEREAS, the system will support a vehicle location system
to dispatch the closest available vehicle rather than dispatching
by district when funds become available; and
WHEREAS, the system will allow silent dispatch and
messaging to patrol cars via the MDT's.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. There is hereby appropriated the sum of $290,000
from the unappropriated balance of the 1991 Emergency
Communications System Revenue Bond funds and $440,605 from the
fund balance of the Emergency 9 -1 -1 fund to be used for the
purchase of a computer- assisted - dispatch system for emergency
communications.
SECTION 2. The City Manager is authorized to accept bids
and award a contract to PRC Public Sector of McLean, Virginia, to
provide a computer- assisted - dispatch system in an amount not to
exceed $772,462.48

RECOMMENDATION AND DISCUSSION: It is recommended that the award be given to
PRC /IBM as they were the lowest qualified bidder. PSSI, ADSI & UNISYS were
all disqualified for failure to meet the minimum evaluation criteria as set
forth in the bid specifications as evaluated by the project selection
committee. A 90% rating or above was required for specification requirements,
support training and vendor history, a copy of the evaluation is attached.
Funding is available from the proceeds of the 1991 Emergency Communications
System Revenue Bonds ($290,000.00) and the fund balance of the Emergency 9 -1 -1
Fund ($440,605.00). The remaining balance will come from a transfer of funds
by OMS.
