166031 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 M = = = M • [NANCE NO. 16,603 AN ORDINANCE TO AMEND ORDINANCE NUMBER 16,561 (-THE 1994 BUDGET ORDINANCE °) TO PROVIDE FUNDS FOR THE THIRD MUNICIPAL COURT AS AUTHORIZED BY ACT 39 OF 1992 AND ORDINANCE NO. 16,601; DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES. 135 WHEREAS, on December 14, 1993, voters of the City of Little Rock approved a one -half cent local sales tax to go into effect on February 1, 1994, a portion of the proceeds from which was to be used to fund a third Municipal Court; and WHEREAS, the Board of Directors of the City of Little Rock created the third Municipal Court by Ordinance No. 16,601; and WHEREAS, the Governor has appointed David Alan Stewart to fill the vacancy of Judge for the Court and Judge Stewart has been duly sworn in to the position; and WHEREAS, funding is required to begin operations of the Court, to pay salaries of the Judge and court staff, and for other necessary operating costs of the Court. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1. The 1994 Program Budget Summary attached to Ordinance No. 16,561, the 1994 Budget Ordinance, is hereby amended to include a new organization, Organization 1052, the Environmental Court, with an operating budget of $171,700.00. SECTION 2. The Little Rock Finance Department is hereby authorized and directed to establish such budgetary accounts as are necessary and appropriate to provide for the operations of the Environmental Court and to properly reflect the 1994 funding appropriated in Section 1. SECTION 3. EMERGENCY CLAUSE. The Board of Directors hereby determines that there is an immediate and urgent need to implement the objectives of the third Municipal Court, to enforce city 7/ (7-0 codes, and to assist the existing divisions of the Little Rock Municipal Court to effectively carry out the duties of the judicial system, and that funding is required to establish the third Municipal Court. Therefore, an emergency is hereby declared to exist, and this Ordinance being immediately necessary for the preservation of the public welfare, peace, health and safety, shall take effect and be in force from and after the date of its passage.
