165811 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 • • ORDINANCE NO. 16,581 AN ORDINANCE AUTHORIZING THE CITY MANAGER TO PURCHASE AND REFURBISH A 1971 SEAGRAVE FIRE LADDER UNIT FOR THE FIRE DEPARTMENT, AUTHORIZING SOLE SOURCE PURCHASE OF THIS UNIT DUE TO THE CRITICAL NEED FOR THIS EQUIPMENT. 52 WHEREAS, a City 1949, 85 -foot fire ladder failed certification inspection and is not economically repairable since the unit is 44 years old; and WHEREAS, following the nationwide search and considering available ladders in Virginia, Michigan, Massachusetts, and New York, a 1971, 100 -foot Seagrave ladder unit was located in New York and the unit passed certification inspection; and WHEREAS, it is not feasible or practical to bid for this type of used equipment in a formal bid process; and WHEREAS, on Wednesday, January 12, 1994, the City Board of Directors was briefed by Chief Webb and Barry Nichols on the City's critical need for a backup ladder unit. NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1. That the City Manager is authorized to purchase and refurbish a 1971 Seagrave fire ladder from Powerco Inc., for an amount not to exceed $40,000. SECTION 2. That funding is available in the Fleet Services Account No. (600) 316 - 6020 -7060. SECTION 3. The Board of Directors finds that due to the limited availability of fire ladders, the City's critical need for this ladder, the fact that four used ladders were considered, and that competitive bidding is hereby waived.
