10 WHEREAS, the City has assumed responsibility for the
11 operation of the Little Rock Emergency Health Care Facilities
12 Board, otherwise known as the Little Rock Ambulance Authority,
doing business as the Metropolitan Emergency Medical Services
13 (hereafter "MEMS "), and
14 WHEREAS, MEMS was previously permitted a $550,000.00 line of
15 credit with the City to assist it during times of financial
16 difficulty, and
WHEREAS, MEMS has repaid all monies borrowed on this line of
17 credit with the City, and has shown a more positive financial
18 position, and
19 WHEREAS, it has been determined that the purchase of three
20 additional ambulances would enable MEMS to continue to increase
21 its profitability, particularly in light of the savings on
maintenance, and
22 WHEREAS, MEMS has asked the City for assistance in purchasing
23 three advanced life support ambulances, the model and type of
24 which were chosen after compliance with City bidding procedures.
25 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
26 SECTION 1: The sum of one hundred and eighty thousand
27 dollars ($180,000.00), is appropriated from the Special Projects
28 Fund for use by the Little Rock Emergency Health Care Facilities
29 Board ("MEMS") for the purchase of three advanced life support
30 ambulances pursuant to the conditions contained in this ordinance
and the execution of appropriate agreements between the City and
31 MEMS.
32 Section 2: The City Manager is authorized to disburse the
33 funds in this appropriation to MEMS for the purchase of the

necessary documentation has been executed including, but not
limited to, a promissory note from MEMS to the City,to run for a
period of three years at a rate of nine percent (9 %) interest.
