1581334 ORDINANCE NO. 15,813 n n ° AN ORDINANCE AMENDING THE HIGHWAY 10 AND NORTHWEST EXTRATERRITORIAL LAND USE PLANS WEST OF JOHNSON RANCH ROAD; DECLARING A14 EMERGENCY; AND OTHER MATTERS WHEREAS, the Little Rock Planning Commission believes N it is appropriate to designate existing business nodes on the City's Land Use Plans where such designation helps to carry out the purposes of such a plan; and WHEREAS, these nodes are identified as concentrations of long -term established businesses on both sides of the highway which are contiguous, or in close proximity; and WHEREAS, the Planning Commission and City Board of Directors decided that the Stone's Market area on Highway 10 should be designated as "Existing Business Node "; and WHEREAS, the Planning Commission and City Board of Directors have reviewed the Plans and also believe it carries out the purpose of the plan and is appropriate to amend the plans at Highway 10 and Highway 300. NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK. SECTION 1. A one acre tract south of Highway 10 opposite Highway 300 is changed from Single Family to Neighborhood Commercial. n SECTION 2. That the Public Institutional (PI) area for Joe T. Robinson School is expanded to the east to the new a commercial site. d y` SECTION 3. That a one acre tract south of Highway 10 and east of the one acre commercial tract be changed from Single Family to Public Institutional (PI). 14 SECTION 4. That the Highway 10 and Northwest Extraterritorial Plan texts shall include the "Existing Business Node" narrative as attached. SECTION 5. That the Highway 10 and Northwest Extraterritorial Land Use Plan maps shall reflect the existing business node, which requires a PUD, in the Stone's Market area as illustrated on the attached map. �-,/1 ,C - /4i 0 , 35 -z - SECTION 6. As a result of the development pressure occurring along highway 10, an emergency is declared to exist; and in order to preserve the health, safety and welfare of the citizens of the City, this Ordinance shall be in full force and effect immediately upon its passage. This business node is not based on the intersection of major arterials as is the Highway 10 Lane Use Plan, but is based on the existence of development at the time it is zoned by the City. The mere existence of commercial property prior to the zoning is not the key to this concept, but rather existence of a sufficient concentration of long -term established businesses on both sides of the highway which are contiguous, or in close proximity.
