AN ORDINANCE FILLING THE VACANCIES ON THE BOARD OF
IMPROVEMENT OF LITTLE ROCK IMPROVEMENT DISTRICT NO.
627 OF LITTLE ROCK, ARKANSAS
WHEREAS, ordinance No. 11,557 duly adopted and approved
January 4, 1965, named Thelma Lumpkin, J.H. Womack and J.
Hartman Hall as Commissioners of Little Rock Improvement
District No. 627 of Little Rock, Arkansas (the "District ");
and
WHEREAS, five (5) property owners of the District have
petitioned to the Board of Directors of the City of Little Rock,
Arkansas, that the positions of Commissioner held by Thelma
Lumpkin and J.H. Womack are now vacant due to the fact that Ms.
Lumpkin is now deceased and Mr. Womack no longer owns property
within the District and have further petitioned that, pursuant
to Act 74 of the Acts of Arkansas of 1941, as amended, the Board
of Directors of the City of Little Rock fill these vacancies on
the Board of Improvement of this District by the appointment of
two new Commissioners, who shall be property owners within the
District; and
WHEREAS, an abstractor's certificate accompanied the
petition of the property owners to corroborate the fact that Mr.
Womack no longer owns property within the District; and

WHEREAS, Mrs. Dorsie (Jean) VanPelt and Mr. Harold
Coates, Jr. are owners of real property within the District and
have consented to fill the vacancies on the Board of Improvement
and serve as the new Commissioners on the Board of Improvement
of this District;
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. There exist two vacancies on the Board of
Improvement of the District by reason of the fact that Thelma
Lumpkin, originally appointed, is now deceased, and J.H. Womack,
originally appointed, no longer owns property within the
District, and pursuant to Act 74 of the Acts of Arkansas of
1941, as amended, five (5) property owners within the District
have petitioned the Board of Directors of the City of Little
Rock for the appointment of successor Commissioners to fill the
vacancies now existing on the Board of Improvement of the
District.
SECTION 2. That Ms. VanPelt and Mr. Coates are owners of
real property in said District and are hereby named
Commissioners and together with Mr. J. Hartman Hall, previously
appointed, shall compose the Board of Improvement for said
District.
SECTION 3. This Ordinance shall take effect and be in
force from and after its passage.
