AN ORDINANCE ESTABLISHING UNIFORM REQUIREMENTS FOR
PARTICIPANTS IN THE LITTLE ROCK POLICE DEPARTMENT'S
H.E.A.T. (HELP END AUTO THEFT) PROGRAM AND FOR OTHER
PURPOSES.

WHEREAS, the Little Rock Police Department is establishing
a H.E.A.T. (Help End Auto Theft) Program to prevent the theft of
automobiles; and
WHEREAS, this program is available to any citizen registering
with the Police Department; and
WHEREAS, uniform requirements for participants must be
developed to permit the Police Department to stop vehicles driven
during certain hours of the day.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1: All participants in the Little Rock Police
Department's H.E.A.T. (Help End Auto Theft) program shall be
required to register their automobiles with the City by executing
an agreement with their signature affixed as referenced in Attach-
ment "A" made a part hereto.
SECTION 2: All automobiles owned by persons that participate
in the Little Rock Police Department H.E.A.T. (Help End Auto Theft)
program shall be required to place a city- approved H.E.A.T. sticker
on the rear window not more than four and one -half inches from the
bottom of the lower left corner and not more than four and one -half
inches form the side of the lower left corner of the rear window.
Said sticker shall be required to be affixed to the rear window for
as long as the automobile.is registered in the H.E.A.T. program.
SECTION 3: All laws and parts of laws inconsistent herewith
are hereby repealed to the extent of such inconsistency.

I am the registered owner of the below described vehicle. I have volunteered to participate in Operation H.E.A.T.
(Help End Auto Theft), an auto decal registration program with the Little Rock Police Department. I have
received decal # which will be placed in the lower left corner of the rear window of the below
described vehicle.
By participating in this program, I am certifying to the Little Rock Police Department that the below described
vehicle is not operated between the hours of I a.m. and 5 a.m.
I understand that the presence of this decal, affixed to the window of my vehicle, indicates to the police that this
vehicle is not operated between the hours of I a.m. and 5 a.m. If the police observe a person operating my vehicle
during these hours, they will reasonably suspect that such person is in possession of said vehicle without
authorization. This knowlege permits the police to make an investigative stop of the vehicle. I understand that in
order to withdraw from participation in this program I must fully remove the decal from my vehicle and notify the
Department for removal of the filed registration form. I further agree to remove the decal prior to the sale or
transfer of ownership of my participating vehicle and notify the department for removal of the filed registration
form.
I realize that persons operating my vehicle between the hours of I a.m. and 5 a.m., with my consent, are subject to
a police stop under circumstances in which the police reasonably suspect that my vehicle may be stolen. In these
instances, police action will include the necessary precautions generally taken to protect officers when approaching
a potentially stolen vehicle.
The police have fully explained the purpose of the program and have informed me of the advantages and
disadvantages, if any, that might occur from these procedures which are designed to reduce the occurrence of
automotive theft.
I hereby consent and agree to abide by these procedures and consent to the stopping of my motor vehicle, and the
detention of the driver, when my vehicle is operated between the hours of I a.m. and 5 a.m. I confirm that I have
fully read and understand the above, and all information.has been completed prior to signing.

LITTLE ROCK HELP END AUTO THEFT PROGRAM INFORMATION SHEET
OPERATION HELP END AUTO THEFT (H.E.A.T.)
LITTLE ROCK POLICE DEPARTMENT
LITTLE ROCK, ARKANSAS
The HELP END AUTO THEFT Operation is a volunteer decal program designed to reduce
car thefts in Little Rock, Arkansas.
Under this program, the automobile owner signs a consent form certifying that the vehicle is
not operated between 1 a.m. and 5 a.m. A special decal is then affixed to the interior of the
back window to show that the vehicle is registered in the program, and to alert police officers
that the car is not normally in use by its owner between the hours indicated. Upon seeing such
a vehicle being operated during those early morning hours, a police officer may reasonably
suspect that the car is being used without the owner's permission and may legally stop and
question the driver.
e If the vehicle is driven during the stated hours, the owner should realize the vehicle may
be stopped and the driver questioned.
o If the vehicle is loaned to another driver during the stated hours. it is the responsibility
of the owner to advise the driver of participation in the H.E.A.T. program.
o In order to withdraw from participation in this program, the decal must be fully removed
from the vehicle and notification made to the Department for removal of the filed
registration form.
o Prior to the sale or transfer of ownership of the participating vehicle, the decal must be
removed and notification made to the Department for removal of the filed registration
form.
o Participation in this program is available to all citizens living inside the city limits of Little
Rock, Arkansas.
