5 AN ORDINANCE APPOINTING A SUBSTITUTE
6 COMMISSIONER OF MABELVALE- ALEXANDER SEWER
IMPROVEMENT DISTRICT NO. 142 OF LITTLE
7 ROCK, ARKANSAS; AND OTHER MATTERS RELATING
8 THERETO; AND DECLARING AN EMERGENCY.

WHEREAS, the Mabelvale- Alexander Sewer Improvement District
12 No. 142 of the City of Little Rock, Arkansas (the "District°) is a
13 municipal improvement district duly created by the City of Little
14 Rock, Arkansas, and validly existing under the laws of the State
15 of Arkansas; and
WHEREAS, a former Commissioner of the District, the same
16 being Vail Paschal, no longer qualifies as Commissioner by virtue
17 of no longer being a property owner in the District; and
18 WHEREAS, the Board of Directors of the City of Little Rock,
19 Arkansas, desires to appoint a replacement Commissioner to the
20 Board of Commissioners to carry on the affairs of the District;
NOW, THEREFORE, BE IT ORDAINED by the Board of Directors of
21 the City of Little Rock, Arkansas:
22 SECTION 1: That Everett Rowland being a property owner in
23 the District and known to be of good standing in the City, is
24 hereby appointed to the Board of Commissioners of the District
from the date of this Ordinance, pursuant to the provisions of
25 Ark. Code Ann. §.14-88-304(b).
26 SECTION 2: That the person named in the preceding
27 paragraph shall qualify by taking his oath as a Commissioner of
28 the District, and shall file the same, all in accordance with the
29 laws of the State of Arkansas.
SECTION 3: That is is hereby ascertained and declared that
30 there is an immediate need for the vacancy on the Board of
31 Commissioners of the District to be filled in order to protect the
32 health, safety and welfare of the District, the City and its
33 inhabitants. It is, therefore, declared that an emergency exists
34 and this ordinance being necessary for the immediate preservation

of public peace, health and safety shall be in force and take
2 effect immediately from and after its passage.
