158661 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 0 ORDINANCE NO. 15,866 AN ORDINANCE APPROPRIATING $31,000 FROM THE UNAPPROPRIATED GENERAL FUND BALANCE TO BE USED FOR EMPLOYEE TRAINING AND STATE LICENSING FEES NECESSITATED BY THE ARKANSAS UNIFORM COMMERCIAL DRIVER'S LICENSE ACT OF 1989; AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH THE LITERACY COUNCIL OF PULASKI COUNTY, WAIVE COMPETITIVE BIDDING FOR THIS CONTRACT AND FOR OTHER SERVICES. 206 WHEREAS, the Arkansas Uniform Commercial Driver's License Act (Act 241 of 1989) mandates that City employees operating street vehicles having a maximum loaded weight of over 26,000 pounds must maintain a Commercial Driver's License; and WHEREAS, it is determined that 236 City employees within the departments of Public Works, Parks and Recreation, and Human and General Services must obtain commercial driver's license; and WHEREAS, the Personnel Department estimates that up to 50 employees may need reading skills training in order to pass the written test based on the technical instruction manual provided by the State; and WHEREAS, arrangements have been made with the Literacy Council of Pulaski County to make available reading classes during off -duty hours for employees in need of this additional training. NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1: There is hereby appropriated from the unappro- priated general fund balance the sum of $31,000 to be used for employee training and licensing fees necessitated by Arkansas Act 241 of 1989.
