AN ORDINANCE APPROPRIATING $582,000 FROM THE
CITY'S EXCESS INTEREST EARNING'S ACCOUNT OF THE
1988 CAPITAL IMPROVEMENT BOND FUND: ALLOCATING
$1,044,580 FROM THE 1988 CAPITAL IMPROVEMENT BOND
FUNDS AND AUTHORIZING THE CITY MANAGER TO ENTER INTO
A CONTRACT FOR THE CONSTRUCTION OF THE ROAD AND
AND BIKELANES FOR THE REBSAMEN PARR ROAD PROTECT'

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1: There is hereby appropriated $582,000 from the
City's excess interest earning's account of the 1988 Capital
Improvement Bond Fund for construction and subsequent features of
the Rebsamen Park Road project.
SECTION 2: The City Manager is authorized to allocate 1988
Capital Improvement Bond funds appropriated by Ordinance Number
15,499 to this project, in an amount not to exceed $1,044,580.
SECTION 3: The City Manager is further authorized to
accept bids and award a contract to Joyner- Ford -Burke in an
amount not to exceed $1,313,000.00 ($1,193,643.00 contract amount
plus 10% contingency), to construct road extensions and bikelanes
for the Rebsamen Park Road project.

BOARD ACTION RECOMMENDED:
SECTION 1. Resolution authorizing the City Manager to
contract with Joyner- Ford -Burke Construction Co., for the
construction of the road and bike lanes for the Rebsamen
Park Road project. Contract not to exceed $1,288,580.00.
(Base bid plus $117,143.00 contingency.)
SECTION 2. Resolution authorizing the City Manager to
allocate $1,626,580 of 1988 Capital Improvement Bond Funds
appropriated by Ordinance Numbers 15,473 and 15,499 to the
Rebsamen Park Road Extension project, Account 301- 220 -0060.
DISCUSSION:
The construction contract award is for the road extension
and parallel bike lanes, as approved by the Corps of
Engineers. Additional features of this project will be
contracted for in 1991, as noted in the project budget,
below. Proper management of the project schedule requires
that the additional features be contracted at future,
critical times, to avoid construction conflicts. These
additional features were committed by the City in the Corps
permit application and in meetings with interested citizens.
Funds requested for the Rebsamen Park Road Extension Project
need to be allocated as follows:
