AN ORDINANCE REORGANIZING CERTAIN
DEPARTMENTS OF THE CITY OF LITTLE ROCK
INTO THE DEPART24EATP OF NEIGHBORHOODS AND
PLANNING, AMENDING THE LITTLE ROCK CITY
CODE TO REFLECT SUCH REORGANIZATION,
DECLARING AN EMERGENCY, AND FOR OTHER
PURPOSES.
WHEREAS, city neighborhoods, both new and old, are critical
components of our City and reflect the vitality of community
cooperation; and
WHEREAS, buildings and houses in various portions of the
City are falling into extreme disrepair and dilapidation which is
detrimental to those areas and to the entire City; and
WHEREAS, the City of Little Rock and the inhabitants
thereof are in need of greater assistance in planning, development
and neighborhood revitalization; and
WHEREAS, the functions and responsibilities related to
planning within the City's jurisdictional limits, housing and
building codes, and enforcement of such codes are integrally
related; and
WHEREAS, these functions and responsibilities are carried
out by different departments within the City; and
WHEREAS, combining these functions and responsibilities
under one department will improve coordination, communication, and
expedite the handling and efficiency of such matters; and
WHEREAS, it is necessary to revise various sections of the
Little Rock City Code to establish the new department and to
reorganize the various responsibilities and duties thereunder.
THEREFORE, -BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE
CITY OF LITTLE ROCK:
Section 1. There is hereby created a department which shall
be known as the Department of Neighborhoods and Planning to
perform the City staff responsibilities and duties concerning
zoning and subdivisions, advance planning, building codes,

1 neighborhood programs including environm tal code enforcement,
2 community development block grants and affordable housing.
3 Section 2. The City Manager is hereby given such authority
4 to establish and staff the new department and to approve such
5 organization of the department as he determines is appropriate
6 within the budget or such future budgets as are approved by the
7 Board of Directors.
8 Section 3. Section 1 -2 of the Little Rock City Code is
9 amended to include a new paragraph inserted as the third paragraph
10 of Section 1 -2 as follows:
11 If at any point in this Code a specific City department,
12 City official, or City employee is specified or designated as
13 having authority, responsibilities or duties as set forth therein,
14 the department, employee or official as specified in the Code
15 shall be construed to mean or include the phrase "or such other
16 department, official or employee as subsequently is designated by
17 the City Manager to carry out or have such authority,
18 responsibility or duty."
19 Section 4. The following sections of the Little Rock City
20 Code are amended as follows:
21 1. Section 8- 1(b)(1) and (2) are amended to delete the
22 phrase "the chief of environmental codes" and to substitute in
23 lieu thereof the following phrase "the city employee designated by
24 the city manager."
25 2. Section 8 -28 is amended to delete the phrase "the
26 department of public works" and substitute in lieu thereof the
27 following phrase "the city department designated by the city
28 manager."
29 3. Section 8 -33 is amended to delete the phrase "the
30 planning director" and substitute the following phrase "the
31 city employee designated by the city manager."
32 4. Section 8 -33 to delete the phrase "The public works
33 director" and substitute the following phrase "The city employee
34 designated by the city manager."
35 5. Section 8 -35 is amended to delete the phrase "the
36 director of the department of public works" and substitute "the
director of the city department designated by the city manager."

Section 5. It is the intent of this ordinance and
specifically Section 4 above to modify the Little Rock City Code
to reflect the reorganization brought about by this ordinance. Any
reference to departments or employees contained in the Code which
should have been amended but were omitted from the list in Section
4 are hereby amended to the appropriate language consistent with
the intent of this ordinance.
section 6. EMERGENCY. Dilapidated houses, neighborhoods and
developments within the City are a threat to the general health,
safety and welfare of the citizens, and the need exists to
maximize the efficiency and support of the City to help identify
and alleviate such conditions. Therefore, an emergency is declared
to exist and this ordinance is to be effective immediately upon
and after its passage.
