EQUIPMENT, ACCOUNTS, FUNDS, REAL AND
4 PERSONAL PROPERTY AND ALL OTHER ITEMS TO
5 THE LITTLE ROCK, ARK., EMERGENCY MEDICAL
6 HEALTH CARE FACILITIES BOARD (°LITTLE
7 ROCK AMBULANCE AUTHORITY®) PURSUANT TO
8 SECTION 1909 OF THE LEASE BETWEEN THE
CITY; TO REPEAL LITTLE ROCK, ARK.,
9 ORDINANCE 15,632 (JANUARY 27, 1989)( -LRO
10 15 ,6320); TO ESTABLISH THE CONDITIONS
11 FOR THE ORDINANCE TO TAKE EFFECT; TO
12 DECLARE AN EMERGENCY; AND FOR OTHER
13 PURPOSES.
14 SEAS, on January 27, 1989, the City of Little Rock,
15 Arkansas adopted in LRO 15,632 to provide up to $550,000 to the
16 Little Rock Ambulance Authority to overcome imminent revenue
17 shortfalls that could have threatened the ability to provide
18 quality advanced life support emergency medical care within the
City; and
19 WHEREAS, since that time the Little Rock Ambulance
20 Authority has reversed its earlier difficulties and is now
21 providing quality service and producing positive financial
22 reports; and
AREAS, upon the full repayment of all monies loaned to
23 the Little Rock Ambulance Authority by the City pursuant to LRO
24 15,632, the City is willing to deem the Little Rock Ambulance
25 Authority .willing and able to fulfill its obligations under the
26 Lease Agreement between the City and the Authority.
27 Now, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
28 SECTION 1. Upon verification by the City Manager that the
29 Little Rock Ambulance Authority has totally repaid all sums
30 borrowed from the City pursuant to LRO 15,632, the City shall,
31 pursuant to Section 1909 of the Equipment Lease Agreement
32 between the City and the Authority, deem the Authority willing
and able to fulfill its obligations under the Equipment Lease
33 Agreement and shall return control of all assets, equipment,
34 accounts, funds, real or personal property and all other items
35 that were seized pursuant to Section 1 of LRO 15,632 to the
36 Authority.

1 SECTION •To the extent that the terms of this ordinance
2 conflict with LRO 15,632, this ordinance shall prevail and LRO
3 15,632 is expressly repealed.
4 SECTION 3. Emergency. The Little Rock Ambulance Authority
is a necessary arm of the City to provide advanced life support
5 emergency medical care to the citizens of the City and, through
6 duly authorized interlocal agreements, to the citizens of the
7 City of North Little Rock and to the residents of Pulaski
8 County. The Authority now has an opportunity to further improve
9 its financial condition, but to do so it must be released from
its obligation to the City of Little Rock. This improvement of
10 the Authority's financial condition is necessary for the
11 continued health, safety and welfare of the citizens of Little
12 Rock. An emergency is therefore declared to exist and the terms
13 of this ordinance will be in full force and effect from the date
14 of its approval.
