EMERGENCY; AND FOR OTHER PURPOSES.

WHEREAS, the City adopted Little Rock, Ark., Resolution
13
8,651 (February 18, 1992), noting a desire to establish
14
meaningful sister city relationships with various cities around
15
the world in order to promote international understanding and
16
economic development; and
17
WHEREAS, it is important to have a well developed and
18
coordinated program to accomplish meaningful sister city
19
relationships with other cities; and
20
WHEREAS, Little Rock, Ark., Rev. Code S 2 -261 (1988) gives
21
the Board of Directors the authority to establish commissions to
22
meet its specific needs.

NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
24
THE CITY OF LITTLE ROCK, ARKANSAS:
25
SECTION 1. The City hereby authorizes a commission to be
26
known as the Little Rock Sister Cities Commission to fulfill the
27
purposes of this ordinance.

SECTION 2. The Commission shall consist of eleven (11)
29
members who shall be appointed by the Board of Directors upon
30
the recommendation of the City Manager. Members of this
31
Commission can include members of the Board of Directors. The
32
initial board will be chosen as follows: one (1) member for a
33
term of one (1) year, two (2) members for a term of two (2)
34
years, two (2) members for a term of three (3) years, three (3)
35
members for a term of four (4) years, and three (3) members for

a term of five (5) years. After the initial appointment all
1 appointments shall be for a period of five (5) years or until a
2 successor is qualified, provided no person shall be appointed
3 for more than two (2) consecutive full terms.
4 SECTION 3. The Commission shall adopt such bylaws as may be
5 necessary to accomplish the purposes for its organization. These
6 bylaws shall be effective upon adoption by the Commission and
7 approval by the Board of Directors of the City of Little Rock.
8 The Commission shall then organize and select officers as
9 specified in the bylaws.
10 SECTION 4. DUTIES AND POWERS. The Little Rock Sister Cities
11 Commission shall have the following duties and powers:
12 (a) To draft a set of bylaws for a such a
13 Commission and to periodically review
14 said bylaws for any necessary changes;
15 (b) To develop guidelines and a program for
16 a Sister City relationship with other
17 cities throughout the world;
is (c) To prepare an annual report of the
19 activities of the Sister City Commission
20 for the City of Little Rock and to
21 compare the Commission's activities to
22 those of similar commissions in
23 comparable cities throughout the
24 Country;
25 (d) To develop a budget as necessary for
26 Sister City Commission projects to be
27 considered by the Board of Directors;
28 (e) To initiate, sponsor or conduct, alone
29 or in conjunction with other cities or
30 agencies, public programs to further
31 public awareness of and interest in
32 communities throughout the world
33 emphasizing such things as the cultural,
34 historical, and economic aspects of the
35 City's adopted sister cities;

(f) To advise and assist the City in
connection with such other activities as
may be referred to the Commission by the
Board of Directors;
(g) To generally stimulate, facilitate,
coordinate and cooperate with existing
organizations throughout the Country for
the promotion and development of Sister
City relationships.
SECTION 5. EMERGENCY. The City has already established
Sister City relationships with the other cities in the world and
wishes to follow up on these relationships; the City is engaged
in a budget process at this time and this Commission could
conceivably seek budget funds although there is no specific
framework for permitting it to do so; since the proper
framework for the expenditure of public funds is necessary to
promote the public health, safety and welfare, an emergency is
therefore declared to exist and this ordinance shall be in full
force and effect from and after the date of its passage.
