3 AN ORDINANCE TO APPROPRIATE FUNDS FOR
4 THE LATE NIGHT RECREATION PROGRAM FOR
5 COMMUNITY YOUTH TO BE ORGANIZED AND
6 CONDUCTED BY THE CITY OF LITTLE ROCK
7 PARKS AND RECREATION DEPARTMENT;
8 AMENDING THE GENERAL FUND; AND FOR
9 OTHER PURPOSES.

11 AREAS, several cities have found late night sports
12 programs effective in providing youths with constructive
13 alternatives to drugs and gang -like affiliations; and
14 WHEREAS, cities such as Chicago and Glen Ardon, Maryland,
15 have experienced a significant decline in criminal activity by
16 providing a viable alternative to the attractions of night time
17 street life; and
18 WHEREAS, a pilot late night basketball program targeting
19 Little Rock youths ages 13 -19 is proposed to begin in June; and
20 WHEREAS, this program will utilize the East Little Rock
21 Community Center, the South Little Rock Community Center and War
22 Memorial fitness Center for 12 weeks, allowing approximately 360
23 youths to participate in night sports games.
24 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
25 THE CITY OF LITTLE ROCK, ARKANSAS:
26 SECTION 1: The sum of $26,000 is hereby appropriated from
27 the general fund balance to the Parks and Recreation Department
28 for operating costs for the Late Night Recreation Program to be
29 utilized by the East Little Rock Community Center, the South
30 Little Rock Community Center and War Memorial Fitness Center.
31 SECTION 2: To the extent that this transfer amends the
32 1992 budget ordinance for the City of Little Rock -- LRO 16,137
33 (December 17, 1991) -- this ordinance shall serve as such
34 amendment.

1 SECTION 3: All laws and parts of laws inconsistent with
2 this provision are hereby repealed to the extent of such
3 inconsistency.
