161841 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 NO. 16,184 • AN ORDINANCE DISPENSING WITH THE REQUIREMENT OF COMPETITIVE BIDDING AND AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT WITH THE FIRE AND EMERGENCY TELEVISION NETWORK (FEIN) TO PROVIDE TELEVISED TRAINING PROGRAMMING FOR THE LITTLE ROCK FIRE DEPARTMENT. 191 WIffi2EAS, the Board of Directors may dispense with the requirement of competitive bidding in exceptional situations where such procedure is not feasible; and WHEREAS, The Arkansas Fire Training Academy has established a program utilizing FEIN video productions to fulfill in- service training requirements for fire departments throughout the state which have been certified by the Arkansas Fire Protection services Board; and WHEREAS, FETN is the only source for satellite broadcast training available to this area; and WHEREAS, the cost for the subscription for one year is $4,645 which provides 100 hours of video type training per month; and WHEREAS, funding has been provided for within the 1992 operating budget. NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1: The Board of Directors of the City of Little Rock finds that competitive bidding should be dispensed with for televised educational training as an exceptional situation exists and competitive bidding is not feasible.
