ORDINANCE NO. 16,516
AN ORDINANCE TO MARE TECHNICAL
AMENDMENTS TO LITTLE ROCK, ARK.,
ORDINANCE NO. 16,497 (SEPTEMBER 29,
1993); DECLARING AN EMERGENCY; AND
FOR OTHER PURPOSES.
WHEREAS, the Board of Directors of the City of Little Rock,
Arkansas adopted Little Rock, Ark., Ordinance 16,497 (September
29, 1993), levying a one percent (it) sales and use tax for a
period of 24 months in order to make certain capital
improvements and calling an election on this levy; and
WHEREAS, it has been deemed essential to make certain
technical corrections to this ordinance.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. Section 2 of LRO 16,497, is hereby amended to
read:
That there be, and there is hereby called, a special
election to be held on December 14, 1993, at which election
there shall be submitted to the electors of the City of Little
Rock, Arkansas, the question of levying for a period of
twenty -four months, a citywide one percent (1 %) sales and use
tax under Arkansas Code Annotated § 14- 164-338 to finance the
costs of purchasing sites for constructing and equipping the
following public facilities: (a) A 16,000 seat events
center /arena, (b) a West Little Rock recreational facility, (c)
improvements to the Riverfront Park Amphitheater, (d) a
Community Center swimming pool in Southwest Little Rock, (e) to
improve roads and drainage, (f) to expand and modernize the
Central Arkansas Transit Authority bus fleet )or any combination
of these purposes.

SECTION 2 Section 3 of LRO 16,497, is hereby amended toE 20
read:
That the question of levying the sales and use tax shall be
placed on the ballot for the election in substantially the
following form:
A proposal to levy a citywide one percent (1 %) sales and
use tax to purchase sites for, construct, and equip the
following public facilities in the City of Little Rock. The tax
shall be collected for twenty -four (24) months, beginning
February 1, 1994, and shall cease to be levied on February 1,
1996. The revenues derived from this sales and use tax shall be
used only for the stated purpose.
[ ] For adoption of a twenty -four month one
percent (1 %) sales and use tax within the City
of Little Rock for capital improvements for
(a) A 16,000 seat events center /arena, (b) a
West Little Rock recreational facility, (c)
improvements to the Riverfront Park
Amphitheater, (d) a Community Center swimming
pool in Southwest Little Rock, (e) to improve
roads and drainage, (f) to expand and
modernize the Central Arkansas Transit
Authority bus fleet or any combination
thereof.
[ ] Against adoption of a twenty -four month one
percent (1 %) sales and use tax within the City
of Little Rock capital improvements for (a) A
16,000 seat events center /arena, (b) a West
Little Rock recreational facility, (c)
improvements to the Riverfront Park
Amphitheater, (d) a Community Center swimming

Authority bus fleet or any combination thereof.
SECTION 3. Section 4 of LRO 16,497 is hereby amended to
read:
This municipal 1% sales and use tax shall be levied and
collected only on the first two thousand five hundred dollars
($2,500), or the statutory limit set by the general assembly,
whichever is greater, of gross receipts, gross proceeds or sales
price from each single transaction as provided in Ark. Code Ann.
§ 26 -75 -222 as amended by Act 1014 of 1993.
SECTION 4. EMERGENCY CLAUSE. The amendments in this
ordinance are of a technical nature, but since the tax is being
voted upon on December 14, 1993, and since this ordinance deals
with that election an emergency is declared to exist and this
ordinance shall be in full force and effect from and after the
date of its adoption.
