16469m c x u O 0 0 U) M M = = M = M ORDINANCE NO. 16,469 1 2 3 AN ,ORDINANCE TO DESIGNATE THE PROCEDURE FOR 4 FILLING THE ELEVEN POSITIONS ON THE BOARD OF 5 DIREC'T'ORS OF THE CITY OF LITTLE ROCK, ARKANSAS, CREATED AS A RESULT OF THE ELECTION 6 HELD ON JULY 27, 1993; DECLARING , AN 7 EMERGENCY; AND FOR OTHER PURPOSES. 8 9 WHEREAS, the Board of Directors, pursuant to Little 10 Rock, Ark., Ord. No. 16,435 (June 1, 1993), referred to the voters the question of whether to reorganize the city 11 manager government in the City to permit the election of an 12 eleven member Board of Directors with three members elected 13 at- large, a separate directly elected Mayor, and seven 14 members elected from wards; and 15 WHEREAS, at an election held on July 27, 1993, the public voted overwhelmingly to adopt this form of 16 government; and 17 WHEREAS, state law permits the Board of Directors, 18 by majority vote, to designate the method of filling the 19 new positions and the.successors to be elected for sitting 20 Board members; and WHEREAS, pursuant to Little Rock, Ark., Res. No. 21 8,954 (July 6, 1993), the Board of Directors stated its 22 intent on the filling of these positions. 23 NOW, THEREFORE, BE IT ORDAINED THE BOARD OF 24 DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: 25 SECTION 1: The Board has determined that the members of the Board of Directors, as constituted after the 26 July 27, 1993, election the number of Directors, shall be 27 elected as follows: 28 (a) On November 16, 1993, four new positions will be 29 elected; these positions shall be elected to represent one 30 district each; (b) In November, 1994, the four district 31 representatives elected in 1993 will stand again for 32 reelection pursuant to state statute; in addition, the 33 successors of two of the three positions whose terms expire 34 on December 31, 1994, shall be elected to represent one 35 district each; the successor of the third position whose 36 term expires on December 31, 1994,- shall be elected WIN 06(o GG M = = = = M = ® = = = = M 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 at -large and shall be designated the directly elected Mayor of the City of Little Rock, Arkansas. (c) In November, 1996, the successors of three of the four positions whose terms expire on December 31, 1996, shall be elected at- large; the successor of the fourth position whose term expires December 31, 1996, shall be elected to represent one district. SECTION 2: The Board of Directors readopts its statement of intent contained in Section 1(a) of Little Rock, Ark., Res. No. 8,954 (July 6, 1993), concerning the area of the City to be represented by three of the initial four ward elections set forth in this ordinance. SECTION 3: The ability of the Board of Directors to fulfill the election mandate of the July 27, 1993, election as soon as possible is essential to preserve the public health, safety and welfare; an emergency is therefore declared to exist and this ordinance shall be in full force and effect from and after the date of its adoption.
