16379ORDINANCE NO. 16,379 0 .1, ro v G AN ORDINANCE ANNEXING CERTAIN LANDS THAT ARE COMPLETELY SURROUNDED BY THE INCORPORATED LIMITS OF THE CITY OF b LITTLE ROCK; DECLARING AN EMERGENCY; C AND FOR OTHER PURPOSES. m H M WHEREAS, Act 314 of 1979 provides that unincorporated i "islands" of land that have been completely surrounded by ~ the incorporated limits of a municipality may be annexed by that municipality; and WHEREAS, the City of Little Rock desires to annex certain lands more completely described below; and WHEREAS, all necessary urban services, such as fire and police protection, are to be extended to such area within a reasonable period of time; and WHEREAS, the area to be annexed complies with the standards for lands qualifying for annexation which are set forth in Ark. State. Ann. Section 14 -40 -501 et seq. and Act 314; and WHEREAS, a public hearing was held on February 16, 1993, regarding this proposed annexation; and WHEREAS, on January 15, 1993, a legal notice was published setting out the legal description of the territory proposed to be annexed and on January 21 and 26, 1993, all property owners within the area were sent notification by certified mail of their right to appear at the public hearing. NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS. SECTION 1. That the following described unincorporated area which is completely surrounded by the City limits of the City of Little Rock is hereby annexed to the City of Little Rock. 124 A- q M �w w� iw ■w w w w w �w w w w® w� ® 1.25 A parcel of land lying within Sections 15 and 22, T -1 -N, R -12 -W, more particularly described as follows: Beginning at the intersection of East right -of -way line of the former Hot Springs branch of the Chicago Rock Island and Pacific Railroad Company and the South boundary line of Interstate Highway No. 30; thence South along said East right -of -way to the South line of the NW 1/4 of Section 22, T -1 -N, R -12 -W; thence East along said South line to the East line of said NW 1/4 and said South line extended 50 feet more or less to a point; thence South to the Southeast right -of -way line of Arkansas State Highway No. 367; thence NE along said South right -of -way to its intersection with the West line of Fairview Addition to the City of Little Rock, Arkansas; thence South along said West line of Fairview Addition to the City of Little Rock, Arkansas, to the Northwest corner of Block 15 said Fairview Addition; thence West along the North line of Block 16 said Fairview Addition to the Northwest corner thereof; thence South along the West line of said Block 16, Fairview Addition, to the Southwest corner thereof; thence East along the South line of Blocks 16, 15, 14 and 13 of Fairview Addition, to a point on the East line of the SW 1/4 of the SE 1/4 of said Section 22, T -1 -N, R -12 -W; thence North along said East line and continuing North on the East line of the NW 1/4 of the SE 1/4 of said Section 22, T -1 -N, R -12- W, to a point, which is the Northeast corner of the NW 1/4 of the SE 1/4 of said Section 22, T -1 -N, R -12 -W; thence East along the North line of the NE 1/4 of said SE 1/4 to the Northeast corner of the West 1/2 of the NE 1/4 of said SE 1/4; thence South along the East line of said West 1/2 of the NE 1/4 of the SE 1/4, to the Southeast corner thereof; thence East along the South line of the East 1/2 of the said NE 1/4 of the SE 1/4 in the Southeast corner thereof; thence North along the East line of said Section 22, T -1 -N, R -12 -W, and the East line of the South 1/2 of the SE 1/4, of the SE 1/4 Section 15, T -1 -N, R -12 -W to the Northeast corner thereof; thence West along the North line of said South 1/2 of the SE 1/4, of the SE 1/4, Section 15, T -1 -N, R -12 -W and the North line of the South 1/2 of the SW 1/4 of the SE 1/4 of said Section 15, T -1 -N, R -12 -W, to the Northwest corner thereof; thence South along the West line of the said South 1/2 of the SW 1/4 of th SE 1/4, Section 15, T -1 -N, R -12 -W, to the Southwest corner thereof; thence continued South along the West line of the North 1/2 of the NE 1/4 of the NW 1/4 of Section 22, T -1 -N, R -12 -W to the Southeast corner thereof; thence West along the South line of the said North 1/2, of the NE 1/4 of the NW 1/4 to the Southwest corner thereof; thence continued West along the South line of the North 1/2 of the NW 1/4 of the NW 1/4 said Section 22, to its intersection with the East right -of -way line of the former Hot Springs branch of the Chicago Rock Island and Pacific Railroad Company; thence South to the Point of Beginning, containing 295 acres more or less. kill sl9] All parcels decribed herein are to include all adjacent, abutting, and interior streets and public rights -of -way and railroad rights -of -way.
