16374ORDINANCE NO. 16,374 AN ORDINANCE AMENDING CHAPTERS 30 AND 31 OF THE CODE OF ORDINANCES OF THE CITY OF LITTLE ROCK, ARKANSAS. PROVIDING FOR MODIFICATION OF SIDEWALK STANDARDS AND FOR OTHER PURPOSES WHEREAS, the Board of Directors of the City of Little Rock, Arkansas have determined that certain areas of the city contain unique circumstances relative to pedestrian movement, and; WHEREAS, the Board of Directors have determined a need to modify standards for placement of sidewalks for both new construction and remodeling, and; WHEREAS, a hardship may be imposed on certain land owners and occupants by the requirement of sidewalk construction. NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS SECTION 1. That Chapter 30 and 31 of the Code of Ordinances of the City of Little Rock, Arkansas be amended for purposes of providing for modification of the sidewalk requirements in certain specified geographic areas as follows: Subsection (a). That Chapter 30, Section 30 -281 be amended to provide for insertion of new language to be paragraph (c) and to read as follows: (c) For purposes of requiring sidewalk construction within industrial used or zoned areas of the City of Little Rock, there shall be three (3) exclusion zones. These zones shall not be assessed sidewalk construction requirements except as follows: Entirely new streets nutter serving newly existing sidewalk. The boundary of each shall be as provided Little Rock Subdivis West 65th Industrial Industrial area; and with pavement, curb and platted lots and tvina to of three (3) exclusion zones in Section 31- 175.(11) of the Lon Regulations. They are: area, Little Rock Port the Airport Industrial area. 109 E M 11.0 Subsection (b). That Chapter 31, Section 31 -175 be amended to provide for the insertion of new language to be Item (11) and to read as follows: (11) Sidewalks shall not be required on any street standard in the following described exclusion zones, except on entirely new streets with curb and gutter and tying to existing sidewalk. A. Exclusion Area No. 1 West 65th Street Industrial Park An area of land described as parts of Sections 19, 20, 21, 28 29, 30 and 32 of T -1 -N, R -12 -W more particularly described as follows: Beginning at the SE corner of Section 30, T -1 -N, R -12 -W; thence North along the East line of Section 30 to its point of intersection with the centerline of West 65th Street; thence West along the said centerline of West 65th Street to its intersection with the West line of the SE 1/4 NE 1/4 Section 30 extended; thence North along the West line of the SE 1/4 NE 1/4 and the NE 1/4 NE 1/4 of Section 30 to a point on the centerline of Hoffman Road; thence East along the centerline of Hoffman Road to its intersection with the West line of Section 20, T -1 -N, R -12 -W, being the Southwest corner of Section 20; thence North along the West line of Section 20, T -1 -N, R -12 -W to a point which is the NW corner of the SW 1/4 of Section 20, T -1 -N, R -12 -W; thence East along the East to West centerline of Sections 20 and 21, T -1 -N, R -12 -W to a point on the centerline of Interstate Highway No. 30; thence Southwesterly along the centerline of Interstate 30 to a point which would be the centerline of West 60th Street if extended eastward; thence Easterly along West 60th Street centerline extended to its point of intersection with the centerline of the former right -of -way for Chicago, Rock Island and Pacific Railroad; thence Southwesterly along the centerline of the said former railroad right -of- way to its point of intersection with West 68th Street extended Eastwardly; thence Westerly along the extended centerline of West 68th Street to its point of intersection with the West line of Section 28, T -1 -N, R -12 -W; thence Southerly along the West line of Section 28 and 33 to a point w �■■ �■ �■ w w w w w w w w w �■ w� • • 111 600± feet South of the North line of Section 33, T -1 -N, R -12 -W; thence Westerly along a line 600 feet South of and parallel to the South line of Section 29, T -1 -N, R -12 -W to a point on the centerline of Jamison Road; thence Northerly and Westerly along the centerline of Jamison Road to a point of intersection with the centerline of Interstate Highway 30; thence Southerly and Westerly along the centerline of Interstate Highway 30 to its point of intersection with the East line of Section 31, T -1 -N, R -12 -W; thence North along the east line of Section 31 to a common point with the SE corner of Section 30, T -1 -N, R -12 -W and the Point of Beginning, B. Exclusion Area No. 2 Airport Industrial Park An area of land described as parts of Sections 4, 5, 6, 7, 8, 9, 17, 18, and all in T -1 -N, R -11 -W and parts of Sections 1, 2, 12 and 13 of T -1 -N, R -12 -W Pulaski County, Arkansas more particularly described as: Beginning at a point on the centerline of Interstate Highway 440 at its intersection with the centerline of Springer /Confederate Blvd.; thence North along the centerline of Springer and Confederate Blvd. to its point of intersection with the centerline of East 26th Street; thence Easterly along the centerline of East 26th Street to its point of intersection with the West line of Section 12, T -1 -N, R -12 -W; thence Northerly along the West line of Section 12, T -1 -N, R -12 -W to its point of intersection with the centerline of East 9th Street; thence West along the centerline of East 9th Street to its point of intersection with Miller Street; thence North along the centerline of Miller Street to its point of intersection with the centerline of East 6th Street; thence Easterly along the centerline of East 6th Street to its point of intersection with the centerline of Bond Street; thence Southerly and Easterly along the centerline of Bond Street to its point of intersection with the centerline of East 8th Street; thence Easterly along the centerline of East 8th Street to its point of intersection with the centerline of Bannock Street; thence Southerly along the centerline of Bannock Street to its intersection with the centerline of East 12th Street; thence Easterly along the Centerline of East 12th Street to its point of intersection with the centerline of Harrington Street; thence • • 112 Northerly along the centerline of Harrington Street to its point of intersection with the centerline of East 10th Street; thence Easterly along the meanders of the centerline of East 10th Street to its point of intersection with the centerline of Rogers Street; thence Northerly and Easterly along the centerline of Rogers Street and that centerline extended Northward to the South high water mark of the Arkansas River; thence Easterly and Southerly along the meanders of the South high water mark of the Arkansas River to its point of intersection with the East boundary line of Section 5, T -1 -N, R -11 -W; thence S45 00'0" West 4,000± feet to a point of intersection with the center line of Kellet Road; thence Westerly and Southerly along the meanders of Kellet Road centerline to its point of intersection with the centerline of Fourche Dam Pike; thence Easterly along the centerline of Fourche Dam Pike to its point of intersection with the centerline of Haven Road; thence Southerly along a line which is the extension Southward of Haven Road centerline approximately 1,300 feet to a point of intersection with the South line of Section 8, T -1 -N, R -11 -W; thence Westerly along the South line of Section 8, T -1 -N, R -11 -W to a point which is on the centerline of Fourche Dam Pike; thence South and Westerly along the centerline of Fourche Dam Pike to its point of intersection with the East line of the West 1/2 NW 1/4 Section 17, T -1 -N, R -11 -W; thence Southerly along the aforesaid East line of the West 1/2 of the NW 1/4 Section 17 to its point of intersection with the centerline of Interstate 440; thence Westerly along the meanders of the centerline of Interstate 440 to the Point of Beginning.
