AN ORDINANCE DISPENSING WITH THE
REQUIREMENT OF COMPETITIVE BIDDING AND
AUTHORIZING THE CITY MANAGER TO ENTER
INTO A CONTRACT WITH RECORDS IMAGING
SYSTEM FOR MAINTENANCE OF THE POLICE
DEPARTMENT'S LASER OPTICAL DISK SYSTEM.

WHEREAS, the Board of Directors may dispense with the
requirement of competitive bidding in exceptional situations
where such procedure is not feasible; and
WHEREAS, Records Imaging System is the only recognized
authorized Minolta representative in the state for this
equipment and consequently considered an only source.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS
OF THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. The Board of Directors of the City of Little
Rock finds that competitive bidding should be dispensed with for
the purchase of a maintenance agreement for the Police
Department's Laser Optical Disk System as an exceptional
situation exists and competitive bidding is not feasible.
SECTION 2. The City Manager is authorized to enter into a
contract with Records Imaging System for maintenance of the
Police Department's Laser Optical Disk System for one year at a
total cost of $13,676.88.
SECTION 3. The City Manager is further authorized to
renew this contract each year as long as Records Imaging System
is the only authorized agent for Minolta in this area.

RECOMMENDATION AND DISCUSSION: It is recommended that a one year
maintenance agreement for the Little Rock Police Departments
Laser Optical Disk System be approved with Records Imagine
System. They are the only recognized authorized Minolta
representative in the state for this equipment and consequently
considered an only source. It is also recommended that this
contract be renewable each year with the City Manager's approval
as long as Records Imaging System is the only authorized agent
for Minolta.
