AN ORDINANCE DISPENSING WITH THE
REQUIREMENT OF COMPETITIVE BIDDING AND
AUTHORIZING THE CITY MANAGER TO ENTER
INTO A CONTRACT WITH HERITAGE
COMMUNICATIONS,INC. FOR THE PURCHASE OF
EQUIPMENT AND SOFTWARE TO UPGRADE THE
CITY TELEPHONE SYSTEM, FOR THE
DEPARTMENT OF GENERAL SERVICES.

WHEREAS, the Board of Directors may dispense with the
requirement of competitive bidding in exceptional situations where
such procedure is not feasible; and
WHEREAS, requirement for new phone lines have caused the
City's phone system to be over taxed; and
WHEREAS, an upgrade of equipment and software will allow
for expansion of the system to accommodate current needs.
WHEREAS, Heritage Communications, Inc. is the state
representative for the Seimen Manufacturing Saturn system
currently owned by the City. '
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1: The Board of Directors of the City of Little
finds that competitive bidding should be dispensed with for the
purchase of equipment and software to upgrade the City's telephone
system as an exceptional situation exists and competitive bidding
is not feasible.
SECTION 2: The City Manager is hereby authorized to enter
into a contract with Heritage Communications, Inc. in an amount
not to exceed $92,938.00 for the purchase of equipment and
software to upgrade the City's telephone system for the Department
of General Services.
