ORDINANCE NO. 16,343.
AN ORDINANCE DISPENSING WITH THE
REQUIREMENT OF COMPETITIVE BIDDING AND
AUTHORIZING THE CITY MANAGER TO ENTER
INTO A CONTRACT WITH THE HEISCHKAN
COMPANY FOR THE PURCHASE OF SIMULATION
EQUIPMENT FOR RADIO AND TELEPHONE
SIMULATION -BASED TRAINING FOR DEPARTMENT
OF GENERAL SERVICES /OFFICE OF EMERGENCY
SERVICES.

WHEREAS, the Board of Directors may dispense with the
requirement of competitive bidding in exceptional situations where
such procedure is not feasible; and
WHEREAS, simulation training is a necessary part of skill
building prior to a student moving on to the "real thing"; and
WHEREAS, the E9 -1 -1 simulators and radio simulators
provide realistic situations that is so important in simulation
based training; and
WHEREAS, the City of Little Rock through its Office of
Emergency Services is moving into communications simulation; and
WHEREAS, The Heischman Company is the sole source of
manufacturing simulation equipment.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1: The Board of Directors of the City of Little
finds that competitive bidding should be dispensed with for the
purchase of simulation equipment as an exceptional situation
exists and competitive bidding is not feasible.
SECTION 2: The City Manager is hereby authorized to enter
into a contract with The Heischman Company in an amount not to

RECOMMENDATION AND DISCUSSION: It is recommended that an "Only
Source" procurement of this equipment be allowed. This has been
verified by the Association of Public Safety Communication
Officers (APCO) organization. APCO is an independent national
organization that conducts conferences, seminars and training for
its members (cities, states and federal entities) and to their
knowledge this is the only source for this equipment

into communications simulation is very impressive.
We only know of one company that is manufacturing simulation equipment that
can meet your needs. That company, the Heischman Company, produces E9 -1 -1
simulators and radio simulators that do a good job in providing the realistic situation
that is so important in simulation -based training. I know of no other manufacturer
making similar equipment.
