AN ORDINANCE WAIVING COMPETITIVE BIDDING AND
AUTHORIZING THE CITY MANAGER TO ENTER INTO A
CONTRACT TO PROVIDE FOR WORKER'S COMPENSATION
INSURANCE COVERAGE THROUGH AN ASSIGNED RISK
POOL, DECLARING AN EMERGENCY, AND FOR OTHER
PURPOSES.
WHEREAS, the City of Little Rock was informed on February
11, 1986, that statutorily required Worker's Compensation
Insurance coverage was not currently in place; and
WHEREAS, the lack of this insurance coverage is in
technical violation of Ark. Stat. Ann. § 81 -1367.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS
OF THE CITY OF LITTLE ROCK, ARKANSAS;
SECTION 1. The Board of Directors authorizes the waiving
of competitive bidding for Worker's Compensation insurance
coverage so that all appropriate forms required by the Worker's
Compensation Commission can be filed immediately. The City
Manager is also directed to work with the two remaining bidders
of the original contract and to select by lot the provider of the
insurance from these two.
SECTION 2. The City Manager is authorized to enter into
all appropriate contracts necessary to provide for such coverage
through an Assigned Risk Pool.
SECTION 3. The balance available from the $400,000.00
Reserve for Worker's Compensation claims in 1985, together with
funds to be received from.the State of Arkansas in 1986 may be
used to pay additional premiums for the City's Worker's
Compensation Insurance coverage. Specific amounts will be
appropriated at a later date.

1 SECTION 4. Declaring an Emergency. It is, therefore,
2 declared that an emergency exists in that this Ordinance is
3 necessary in order to obtain immediate coverage of Worker's
4 Compensation Insurance for the City's municipal employees through
5 an Assigned Risk Pool and as such shall be in full force and
6 effect immediately from and after its passage.
