WHEREAS, there has been a trend across the country for local arts and humanities commissions to be established by city governments; and WHEREAS, community support has enhanced the development of artistic and cultural resources within the City of Little Rock; and WHEREAS, it is necessary that community arts agencies receive promotional assistance from municipal government since those agencies are considered a valuable resource available and necessary for all citizens. NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1. That Article I of Chapter 27 of the Little Rock Municipal Code is hereby established to read as follows: Chapter 27, Article I - Little Rock Arts and Humanities Commission. Section 1. Commission Established. There is hereby established a Little Rock Arts and Humanities Promotion Commission to promote and encourage public awareness and interest in the artistic and cultural development of the City. Section 2. Membership; Appointment; Term. The said Commission shall consist of nine (9) members who shall be appointed by the Board of Directors upon the recommendation of i r �r ■r r r r� r �r r r �r r� rr r r■� • • 387 1 the City Manager, two of whom shall be members of the Little Rock 2 Board of Directors. The initial appointments to the Commission 3 shall be for one, two and three year terms and thereafter all 4 appointments shall be for a term of three years or until a 5 successor is qualified; provided no person shall be appointed for 6 more than two consecutive full terms. 7 Section 3. organization. The Commission shall organize 6 and select the officers as specified in the Bylaws. The 9 Commission shall adopt such Bylaws as may be necessary to 10 accomplish the purposes for their organization, which said Bylaws 11 shall be effective upon adoption by the Commission and approval 12 by the Board of Directors of the City of Little Rock. 13 Section 4. Duties and Powers. The Little Rock Arts and 14 Humanities Promotion Commission shall have the following duties 15 and powers: 16 (a) To hold regular public meetings and keep a written 17 record of its proceedings which shall be public lg records. 19 (b) To annually review the promotional needs of 20 programs enhancing the artistic and cultural 21 development of the City and to submit a proposed 22 budget therefor to the Little Rock Board of 23 Directors; and to make expenditures in accordance 24 with the annual budget adopted by the City of 25 Little Rock. 26 (c) To initiate, sponsor or conduct, alone or in 27 cooperation with other public or private agencies, 28 public programs to further the public awareness 29 of, and interest in the fine arts, performing 30 arts and cultural and historial activities. 31 (d') To advise and assist the City in connection with 32 such other artistic activities as may be referred 33 to it by the City of Little Rock. 34 (e) To serve as a clearinghouse for scheduling exhibits, 35 36 o r r r r �r r r r �r rr .r r■ �r �r �r 388 1 concerts, recitals, lectures and other cultural 2 events that may occur in the community. 3 (f) To generally stimulate, facilitate, coordinate 4 and cooperate with existing organizations for the 5 development of the fine arts and the historical 6 traditions of the City and to initiate programs 7 and proposals of encouragement for promotion and 8 development of the arts, culture, heritage, beauty 9 and tradition of the City of Little Rock. 10 SECTION 2. Reserved. (Sections 5 -20). 11 SECTION 3.
