AN ORDINANCE ESTABLISHING RIVER RIDGE POINTE
IMPROVEMENT DISTRICT NO. 638
WHEREAS, parties claiming to be a majority in value or more
in assessed value of real property located within the territory
hereinafter described have filed petitions praying that an
improvement district be established for the purposes herein set
out, and
WHEREAS, after due notice as required by law, the Board of
Directors of the City of Little Rock, Arkansas, has heard all
the parties desiring to be heard, and has ascertained that said
petitions were signed by a majority or more in assessed value of
the owners of real property (and a majority or more of the
owners of real property) within said territory, now, therefore,
BE IT ORDAINED by the Board of Directors of the City of
Little Rock, Arkansas:
Section 1. There is hereby established an improvement
district embracing the property in the City of Little Rock,
County of Pulaski, State of Arkansas, described in the attached
Exhibit A, for the purposes of purchasing, accepting as a gift,
constructing or maintaining waterworks or water pipes; sewers;
grading, draining, paving, curbing and guttering streets;
constructing sidewalks; and for construction of water and /or
sewer lines beyond the boundaries of said district, including
the acquisition of any required rights -of -way, if necessary, to

make the desired connections with the water and /or sewer systems
of Little Rock, Arkansas; and for the purpose of maintaining,
repairing and operating any such facilities and improvements;
said purposes to be accomplished in the manner and of the
materials that the commissioners of the District shall deem to
be in the best interest of the District, and the cost thereof to
be assessed upon the real property, described in Exhibit A,
according to the benefits received.
Said District shall be known as "River Ridge Pointe
Recreation Improvement District of Little Rock, Arkansas "; and
H. Bradley Walker, Richard C. Butler and Eugene 'Lee Maris, who
are owners of real property in said District, are hereby named
commissioners and shall compose the Board of Improvement of the
District.
Section 2. This ordinance shall take effect and be in
force from and after its passage.
