AN ORDINANCE APPROVING A PLANNED UNIT
DEVELOPMENT AND ESTABLISHING A PRD
DISTRICT TITLED FLETCHER MEADOWS
"LONG -FORM PRD" (Z -4705) IN THE CITY
OF LITTLE ROCK, ARKANSAS, AMENDING
CHAPTER 43 OF THE CODE OF ORDINANCES OF
THE CITY OF LITTLE ROCK; AND FOR OTHER PURPOSES.
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS.
SECTION 1. That the zone classification of the
following described property be changed from "R -4" (Duplex)
"R -3" (Single Family) and "I -3" (Industrial).
A parcel of land in Garlands Addition to Little Rock,
Pulaski County, Arkansas, more particularly described
as:
Beginning at the southwest corner of Block 23, Garlands
Addition; thence,N 0° 40' East along the east
right -of -way line of Fletcher Street 130 feet to a
point; thence S 890 20' E, 150 feet to a point; thence
N 0° 40' E, 170 feet to a point on the north line of
Block 23 (which is the south right -of -way line of East
Capitol Avenue); thence 89° 20' W, 150 feet along the
north line of Block 23 to the northwest corner thereof;
thence N 0° 40' E, 60 feet to the southwest corner of
block 10, Garlands Addition; thence N 0° 40' E, 556.8
feet along the east line of Fletcher Street (which is
the west line of Blocks 10 and 7 Garlands Addition) to
a point on the south right -of -way line of the east and
levee; thence continue along the south levee
right -of -way line east - southeasterly, 250.6 feet;
thence southernly along the levee right -of -way 74.0
feet; thence east - southeasterly 219.1 feet along the
south line of the levee right -of -way; thence easterly
106.8 feet along the levee right -of -way to a point on
the west line of St. Louis Iron Mountain and Southern
Railway Company right -of -way line, which is 25 feet
west of the east line of Blocks 8 and 9 Garlands
Addition; thence S 80 00' W, 381.28 feet along the west
line of the railway right -of -way; thence east along the
south line of Block 9 to the southeast corner thereof;
thence S 8° 00' W, 62.2 feet; thence S 80 00' W, 377.6
feet along the east line of Block 24, Garlands Addition
to a point on the north right -of -way line of East 6th
Street; thence westerly along the north right -of -way of
6th Street to the point of beginning, containing 9.69
less (northeast corner of Fletcher and

SECTION 2. That the preliminary site development
plan /plat be approved as recommended by the Little Rock
Planning Commission.
SECTION 3. That the change in zoning classification
contemplated for Fletcher Meadows "Long -Form PRD" is
conditioned upon obtaining a final plan approval from the
Planning Commission within the time specified by Article IX,
Section 9.101 of the Code of Ordinances.
SECTION 4. That the map referred to in Chapter 43 -1 of
the Code of Ordinances of the City of Little Rock, Arkansas,
and designated district map be and it is hereby amended to
the extent and in the respects necessary to affect and
designate the change provided for in Section 1 hereof.
SECTION 5. That this Ordinance shall take effect and
be in full force upon final approval of the plan by the
Planning Commission.
