goods ordinance of the City of Little Rock. The Board of
Directors is aware that the American Numismatic Association may
withdraw its convention bid to the City if modification of the
present ordinances is not made within the immediate future. The
Board is further aware that other conventions will not consider
the City of Little Rock if these amendments are not offered.
Since the booking of conventions into the Bureau must take place
several months in advance, and since the failure to approve this
ordinance immediately and make it effective immediately could
mean the loss of revenue, prestige, taxes, and convention monies
to the citizens of the City of Little Rock and jeopardize the
functions that have been properly delegated by statute and
ordinance to the Little Rock Advertising and Promotion
Commission, the Board of Directors declares that an emergency
exists and upon passage this ordinance must be made effective
immediately. Therefore, this ordinance shall be effective from
and including the date of its passage.
