ORDINANCE NO. 15,396
AN ORDINANCE REPEALING ORDINANCE
NO. 15,161 AND REVOKING A PRD
DISTRICT TITLED FLETCHER MEADOWS
IN THE CITY OF LITTLE ROCK.
WHEREAS, Ordinance No. 15,161 was passed on
September 3, 1986; and
WHEREAS, the ordinance changed the zone classification
from "R -4" Two Family and "I -3" Heavy Industrial to PRD on
the following described tract of land:
(Z- 4705)A parcel of land in Garland's Addition to the City of
Little Rock, Pulaski County, Arkansas, more
particularly described as: Beginning at the SW corner
of Block 23, Garland's Addition; thence N 00 16' 13" E
along the East right -of -way line of Fletcher Street 130
feet to a point; thence S 89° 34' 47" E, 150 feet to
a point; thence N 00 24' 43" E, 170 feet to a point on
the North line of Block 23, Garland's Addition to
Little Rock Pulaski County, Arkansas (which is the
South right -of -way line of East Capitol Avenue); thence
N 89° 34' 47" W, 150.42 feet along the North line of
Block 23, said addition to the NW corner thereof;
thence N 0° 16' 13" E along the East right -of -way line
of Fletcher Street 110.0 feet to a point on the South
line of Lot 38, Fletcher Meadows, Phase I, an addition
to the City of Little Rock, Arkansas; thence S 89° 43'
47 E along the South line of Lot 38 said addition
100 feet to a point on the West line of said lot;
thence N 00 16' 13" E along the East lines of Lots 38,
39, 40, 41, and 42 said addition 195 feet to a point on
the North line of said Lot 42; thence N 89° 43' 47" W
along the North line of said lot 100 feet to a point on
the East right -of -way line of Fletcher Street; thence
N 00 16' 13" E along said East right -of -way 322.63 feet
to a point on the South right -of -way line of the East
End levee; thence continue along south levee
right -of -way line S 73° 31' 54" E, 250.56 feet; thence
S 130 47' 25" W along the levee right -of -way 74.0 feet;
thence S 76° 12' 35" E, 218.69 feet along the South
line of the levee right -of -way; thence N 85° 15' 19" E,
106.26 feet along the levee right -of -way to a point on
the West line of St. Louis Iron Mountain and Southern
Railway Company right -of -way line which is 25 feet West
of the East line of Blocks 8 and 9, Garland's Addition;
thence S 60 58' 21" W, 386.1 feet along the West line
of the railway right -of -way; thence S 89° 47' 42 "'E
along the South line of Block 9, 25.17 feet to the SE
corner thereof; thence S 6° 58" 19" W, 62.2 feet;
thence S 70 15' 53" W, 377.13 feet along the East

North right -of -way line of East 6th Street; thence
continue along the North right -of -way of East 6th
Street the following bearings and distances N 87° 13'
39" W, 78.35 feet; N 78 041 27 W, 72.78 feet, N 600
29' 04" W, 82.45 feet, N 78° 0' 31" W, 82.45 feet, N
890 35' O1" W, 166.5 feet to the point of beginning
containing 9.28 acres more or less. (A part of
Blocks 7, 8, 9, 10, 23, 24, and 25, Garland's Addition
to the City of Little Rock.)
WHEREAS, the ordinance was to have taken effect upon
final approval of the plan by the Little Rock Planning
Commission; and
WHEREAS, the owner has not submitted a final
development plan /plat within the prescribed time; and
WHEREAS, the Planning Commission by resolution on
November 3, 1987 (attached as Exhibit A) recommended that
the above described property be reclassified and that the
PRD classification be revoked.
BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF
LITTLE ROCK, ARKANSAS.
SECTION 1. That the Ordinance No. 15,161 is hereby
repealed.
SECTION 2. That the preliminary site development
plan /plat approved by Ordinance No. 15,161 is hereby
revoked.
SECTION 3. That the PRD classification of the below
listed property is revoked and the forner "R -4" Two Family
and "I -3" Heavy Industrial classifications are restored on
the official zoning map.
A part of Blocks 7, 8, 9, 10, 23, 24, and 25, Garland's
Addition to the City of Little Rock, Pulaski County,
Arkansas.
SECTION 4. That Section 43 -2 of the Code of Ordinances
of the City of Little Rock, Arkansas, is hereby amended by
amending the map referred to in that section to the extent
that the Fletcher Meadows PRD is hereby amended to comply
with the ordinance repealing Ordinance No. 15,161 and that
section is hereby designated as "R -4" Two Family and "I -3"
Heavy Industrial.
