15391r r r vi F rc C m a G .a a • 567 1 ORDINANCE NO. 15,391 2 3 AN ORDINANCE AMENDING ORDINANCE NOS. 13,920 4 AND 14,159, AN ORDINANCE ESTABLISHING PERMIT 5 FEE SCHEDULES FOR BUILDING, ELECTRICAL, 6 PLUMBING, AND OTHER RELATED WORK PERFORMED IN 7 THE CITY OF LITTLE ROCK; REPEALING ALL TECHNICAL 8 CODE ORDINANCE AND CODE OF ORDINANCE PROVISIONS 9 IN CONFLICT HEREWITH; AND FOR OTHER PURPOSES. 10 11 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF 12 THE CITY OF LITTLE ROCK, ARKANSAS: 13 SECTION 1. The following are hereby established as permit 14 fee schedules for building, electrical, plumbing, and other 15 related work in the City of Little Rock, Arkansas: 16 FEE SCHEDULE 17 I. Building Permit Fees. 18 A. New Construction: 19 (1) One and two - family dwellings, 20 churches, non - profit charitable 21 institutions: $.:0275/sq. ft. under 22 roof. 23 (2) All other occupancies not listed 24 in A(1): $.04 sq. ft. under roof. 25 (3) Covered walkways, roofed patios, 26 open sheds: $.0125 /sq. ft. of 27 covered area. 28 B. Repair /Alterations /Additions to 29 Existing Construction: 30 (1) When roof line is extended or 31 cost of labor and materials is 32 $1,000 or more: 33 (a) One and two - family 34 dwellings, churches, non - profit 35 charitable institutions: $10.00 36 C)-z4 r- -d) 56ci • • 1 for first $1,000.00 value, $6.00 2 for each additional $1,000.00 or 3 fraction thereof. Cost of 4 repair permit shall not exceed 5 cost of permit if work 6 considered as new construction. 7 (b) All other occupancies not 8 listed in (1)(a): $11.25 for 9 first $1,000.00 value; $6.00 for 10 each additional $1,000.00 or 11 fraction thereof. 12 C. Barricade Fees: 13 The area of public property on which 14 fees shall be paid shall be that 15 space enclosed within and occupied 16 by any barricade, fence, covered 17 walkway or tunnel. Charges shall be 18 made for the day, and any fraction 19 of a day, on the following basis: 20 for public space occupied - 21 two - tenths (2/10) of one cent per 22 square foot, with a minimum fee of 23 $10.00 per day. 24 D. House Moving Fees: 25 Moving structure off lot $30.00 26 Moving structure on same lot $10.00 27 Inspection fee inside City $15.00 28 Inspection fee outside City $30.00 29 E. Demolition of Structure: 30 $.O1 /sq. ft. of floor area 31 Minimum $10.00 fee 32 F. Fuel Tanks and Pumps: 33 (New or Replacement) 34 Tanks $20.00 35 Pumps $12.00 36 56ci M M M M M 1 G. Fences, Walls, Awnings, Etc.: 2 Any construction projecting more 3 _than one (1) foot above grade and 4 not specifically covered elsewhere 5 in this schedule shall be charged at 6 the rate of item B. above: 7 "Repair /Alterations /Additions to 8 existing construction." 9 H. Minimum fee for any permit shall be 10 $10.00. 11 I. Investigative Fee: 12 In those instances wherein the 13 information submitted to obtain a 14 permit is inadequate or incomplete, 15 or work has begun without a permit, 16 or an inspection is required to 17 determine the "on- site" conditions 18 prior to issuance or denial of a 19 permit, the Building Official may 20 charge the owner an investigative 21 fee of $15.00. The payment of the 22 investigative fee shall not exempt 23 any person from compliance with the 24 provisions of the code, or from any 25 penalty prescribed by law. 26 J. Reinspection Fee: 27 A reinspection fee of $10.00 will be 28 charged when an additional trip is 29 made by an inspector, due to 30 rejections, lock -outs, insufficient 31 information as to location of 32 building or structure, work not 33 ready for inspection, or any other 34 cause due to neglect or failure on 35 the part of the applicant. 36 563 570 ,,r ® • 1 K. Plan Checking Fee: 2 In those instances where an 3 architect, engineer, owner, 4 developer, or contractor asks for 5 compliance with the building code 6 prior to making a written 7 application for a.permit, a plan 8 checking fee of $50.00 will be 9 charged. This fee will be deducted 10 from the permit fee should an 11 application be submitted based on 12 these plans resulting in the 13 issuance of a construction permit. 14 L. Blasting Fee: 15 In addition to insurance and bond as 16 required in Ordinance No. 11,361, a 17 permit fee of $10.00 per day shall 18 be paid. 19 M. Curb Cuts: 20 (1) Residential drives -$2.50 per cut 21 (2) Commercial drives -$5.00 per cut 22 (3) Minimum fee - $10.00 23 N. Tent Permit: 24 Flat fee of $10.00 upon proper 25 completion of Fire Department 26 Approval Form. . 27 O. Construction Shack or Field office: 28 Flat fee of $10.00 with site plan. 29 Fee waived if included with permit 30 application. 31 11. Electrical Permit Fees. 32 A. Temporary Power Requirements: 31 Before any power is supplied to the 32 permanent distribution system of a 33 building under construction, written 34 notice must be submitted to this 35 office noting the length of time the 36 573 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 • • temporary power will be needed before the final electrical inspection is made, the understanding that the structure will not be occupied until after the final inspection, and that the party submitting the request will assume liability of any damage incurred as a result of disconnection of power from the building as a result of a violation of this ordinance. The time limit on temporary power being furnished to the building will be determined on the basis of need, not to exceed thirty (30) days. An extension of time may be granted only by special permission. F. Work With No Permit: In case it shall be discovered that any electrical work has been installed or put into use for which no permit has been issued, the violator shall pay a fee equal to three (3) times the permit fee which shall have been paid for work done in violation thereof and no additional permits shall be granted until all fees have been paid. III. Plumbing Permit Fee. A. Work with no permit: The penalty for failure to obtain a permit for work as called for in City Code shall be as described in the penalty section of this Code, and in addition to any such fine or ® d a 576 ® ® 577' imprisonment as may be imposed pursuant to said penalty section, the violator shall pay a fee equal to three (3) times the permit fee which shall have been paid for work done in violation hereof. SECTION 2. Fees on all work requiring a building permit as set forth in Section 105 of the Arkansas Fire Prevention shall be paid as required at the time of filing an application. SECTION 3. The provisions of all technical codes, ordinances and codes of ordinances in conflict with the provisions of this Ordinance are hereby repealed. SECTION 4. This Ordinance shall be in full force and effect beginning January 1, 1988.
