3 AN ORDINANCE AUTHORIZING A CONTRACT WITH
4 STEPPING STONE, INC. FOR SERVICES TO BE
5 PROVIDED TO THE LITTLE ROCK POLICE DEPARTMENT
6 AND THE LITTLE ROCK MUNICIPAL COURTS; AND FOR
7 OTHER PURPOSES.

9 WHEREAS, Stepping Stone, Inc. operates an emergency shelter
10 for juveniles on a twenty -four (24) hour a day, seven (7) days a
11 week basis as an alternative to incarceration by the Little Rock
12 Police Department; and
13 WHEREAS, these youth -at -risk are oftentimes runaways,
14 homeless youth, or juvenile delinquents; and
15 WHEREAS, this program along with the Home Attention program
16 are viable alternatives to incarceration in the City's adult jail
17 facilities and will thereby alleviate overcrowding and additional
18 prisoner cost; and
19 WHEREAS, Stepping Stone, Inc. also provides specialists who
20 monitor the arrest and intake of juveniles in order to determine
21 eligibility for the Home Attention Program; and
22 WHEREAS, Stepping Stone, Inc. has also established a
23 diversion program which offers alternative forms of sentencing by
24 the Municipal Courts of the City of Little Rock; and
25 WHEREAS, Stepping Stone, Inc. as an organization is unique
26 in being able to provide these services on a twenty -four (24) hour
27 a day, seven (7) day a week basis.
28 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
29 THE CITY OF LITTLE ROCK, ARKANSAS:
30 SECTION 1. The City Manager is authorized to enter into a
31 contract for up to Twenty -Five Thousand Dollars ($25,000.00) with
32 Stepping Stone, Inc. to provide the services as identified above
33 to the Little Rock Police Department and the Little Rock Municipal
34 Courts.

SECTION 2. Inasmuch as Stepping Stone, inc. is unique in
being able to offer all these services on a twenty -four (24) hour
a day, seven (7) day a week basis, competitive bidding is hereby
waived.
