AN ORDINANCE AUTHORIZING THE CITY MANAGER
TO ENTER INTO A CONTRACT WITH THE ARKANSAS
COMMUNITY FOUNDATION AND FOR OTHER PURPOSES.
WHEREAS, the Arkansas Community Foundation, Inc. is
responsible for the coordinated efforts of over sixty -five (65)
agencies which together compose the Coalition for Youth At Risk in
the City of Little Rock; and
WHEREAS, the Arkansas Community Foundation is responsible
for the organization and establishment of the Cornerstone Project
which involves the development of Cornerstone District Councils
within the City of Little Rock; and
WHEREAS, these cornerstone councils are designed for the
early detection of children who are in the "youth at risk
category ", who substantially contribute to the City's increasing
cost in controlling crime in the City; and
WHEREAS, the Board of Directors finds a particular need to
emphasize citizen involvement in assisting the City of Little Rock
and the Little Rock Police Department in preventing crime
particularly among "youth at risk" in high crime neighborhoods;
and
WHEREAS, the Cornerstone Project through the auspices of
the Arkansas Community Foundation will accomplish this objective;
and
WHEREAS, the Cornerstone Project is unique in providing a
framework for the early detection of youth at risk in an effort to
reduce crime and its financial impact on the Little Rock Police
Department and the Municipal Courts.
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
THE CITY OF LITTLE ROCK, ARKANSAS:
SECTION 1. The City Manager is authorized to enter into a
contract for up to Fifty Thousand Dollars ($50,000.00) for

services to be provided by the Arkansas Community Foundation for
the establishment of the Cornerstone Project which will
systematically provide information and input to the City of Little
Rock to further reduce the crime rate among "youth at risk" thus
reducing the ever - increasing financial impact that juvenile crime
has on the City's police department and municipal courts.
SECTION 2. It is hereby determined that under the auspices
of the Arkansas Community Foundation the Cornerstone Project is
unique in this City, and as such competitive bidding for these
services is hereby waived.
